Specialized Experience for the GS-14 grade level is defined as: Experience overseeing an enterprise level, transactional Information Technology System design, development and deployment to include developing cost, schedule and scope project baselines; managing performance and project risk; ensuring software development project milestones are met on time and within funding parameters and in accordance with client business objectives.

- Knowledge of IT systems and Project Management to lead the organization's efforts in developing technical solutions to support agency programs.
- Expert knowledge of software development lifecycle and understanding large software development projects involving requirements development, software design, software design documentation, software test plan generation, and deployment.
- Ability to manage deliverables and work to verify they stay within scope, coordinate project deviations to determine corrective actions, and coordinate and document revisions.
- Knowledge of managing enterprise wide transition from disparate IT environments to integrated Enterprise IT architecture across multiple business areas. Understanding of Federal rules and regulations related to IT technology and cybersecurity.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
