    Applicants can qualify for this position through education, experience, or a combination of both. To qualify you must meet one of the following minimum qualifications criteria:

    Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience at the next lower level (AC-I), equivalent to the GS-05 level in the Federal service. Specialized experience is defined as experience in developing training courses, delivering training, specifically producing virtual classes using WebEx and Adobe Connect, and knowledge and skill in using a learning management system.

    Education: Applicants may substitute education in a subject area related to the position to be filled for the required experience. To qualify based on education for this band level you must have either completed 1 full academic year of graduate level education OR possess an undergraduate degree with Superior Academic Achievement . S.A.A. is based on (1) class standing in the upper one-third of graduating class, (2) a grade-point average of 3.0 or better out of a possible 4.0, or (3) national honor society membership.

    One full year of graduate level education is generally considered 18 semester hours or 27 quarter hours.

    Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    • Knowledge of analytical techniques for identifying, gathering and analyzing training issues and developing conclusions, recommendations, and solutions to problems.
    • Knowledge of training practices and evaluation methods in order to identify training needs and evaluate the effectiveness of training.
    • Knowledge and skill in using a learning management system, specifically Pathlore, in conjunction with in-house developed systems or databases for routine training operations, such as accessing rosters and contacting registrants, entering external training information/record keeping, and reporting.
    • Ability to effectively communicate orally and in writing concepts and issues to various audiences, present factual information, processes, analyses, and recommendations.
