Director of Human Resources
FUNCTION: Manages and coordinates the Center's work force training and initiatives. Works closely with the Executive Management Team and Program Managers in the implementation of work force strategies and programs. Supervises, coaches and deploys Human Resource and Staff Development staff., RESPONSIBILITIES: Plans, develops and implements agency wide work force planning initiatives and strategies, including, but not limited to recruitment, hiring, retention, compensation, training and re-training programs. Establishes and maintains a work force data base that will facilitate the generation of reports to enhance the agency's work force planning efforts, including but not limited to, turnover, retention and affirmative action. Reviews and maintains current library of forms relating to work force initiatives. Administers Center's Group Health Insurance Plan and other benefits. Plans, implements and coordinates Center wide training initiatives., Special Factors: Develops and implements managerial and supervisory training. Investigates all employee grievances in a timely manner. In cases where the agency is responding to an external request, represent the agency, as needed. Provides consultation to Program Managers, Supervisors, and Team Leaders., Essential Functions: Facilitates, monitors, and evaluates Center wide plan for human resource function. Develops and maintains a current knowledge base, regarding federal, state, and local legislation, regulations and policies relevant to the human resource function. Provide technical assistance to program managers and department supervisors on work force management issues. KNOWLEDGE AND JOB SKILLS: Understands the full array of services provided by the Center. Demonstrates an excellent working knowledge of his/her specific program directives and goals. Working knowledge of human resource and staff development standards. Demonstrates the ability to direct and motivate staff. Possesses the ability to provide immediate direction in crisis situations which require real time solutions. Demonstrates ability to stay abreast of the changing legal environment and provide input for effective program enhancements or modifications as necessary or prudent. Proficient in time management. Experience: Five (5) years in a supervisory capacity. Two (2) years in human resource management. Personal Qualities: Autonomous, self directed, detail oriented. Displays proactive leadership in internal as well as, external interactions. Demonstrates high level of cooperation. Promotes a positive image of the Center to the entire community.
