Examples of specialized experience includes:
- Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
- Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
- Knowledge of agency program goals and objectives, the sequence of timing of key program events and milestones and evaluating the worth of program accomplishments.
- Skill to plan, organize, and direct team work.
- Skill and ability to negotiate effectively with management to accept and implement recommendations.

If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s).
Level 3 certification as an acquisition professional in one or more acquisition functional areas (Program Manager; Life Cycle Logistics; Systems Engineering; Test and Evaluation; Business, Cost Estimating and Financial Management; Information Technology; etc.) is desired.
