To qualify, candidates must demonstrate a combination of senior-level managerial and supervisory leadership traits, referred to as Executive Core Qualifications (ECQs), as well as specific occupational qualifications, referred to as Professional and Technical Qualifications (PTQs). To perform the duties described above is normally demonstrated with years of experience at the federal government GS-15 grade level or equivalent that clearly exhibits the ability to manage people and resources. Applicants should also possess knowledge of economic research, particularly as it relates to international trade.

The ECQs and PTQs qualification requirements are detailed below:
A. EXECUTIVE CORE QUALIFICATIONS (ECQs) - The ECQs were designed to assess executive experience and potential, not technical expertise. They measure broad executive skills needed to succeed in any SES position, and consist of the following elements:
ECQ 1 - Leading Change : This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People : This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive work place that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven : This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen : This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions : This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
B. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQS) - The PTQs measure technical occupational expertise required by this position. To be creditable, experience must be at the senior level. Resumes and supplemental statements must demonstrate possession of the following:
1. Demonstrated executive-level management experience with the application of strategic planning of human capital resources including managing a diverse workforce, directing and developing subordinate staff; and implementing strategies to accomplish the organization's mission, strategic vision, and goals and to achieve maximum potential of all employees in a fair and equitable manner.
2. Experience planning and coordinating complex investigative projects or compliance audits and providing leadership to supervisors and knowledge workers that conduct such studies/investigations.
3. Knowledge of international trade, commerce, and economics.
4. Demonstrated executive-level experience in identifying, formulating and building consensus for organizational change, as required by changing agency priorities and/or changing external circumstances. Experience in developing and maintaining a culture of high performance.
5. Serving effectively on an executive management team.
While there is no education requirement per se for this position, the ideal and most successful candidate should possess a professional body of knowledge related to this position. This would typically be obtained by possession of a Bachelor's degree or higher in the fields of international trade/relations, economics, business or international law, business administration, or other fields which are directly related to the production of goods and services in international trade. Such theoretical knowledge ideally would include an understanding of the technical and economic factors influencing international trade and competitiveness, trade data collection methods and analytical techniques, and U.S. trade laws, agreements, and policies regulating international commerce. A copy of your transcript(s) is appreciated to maximize your evaluation in this area.

Applicants will be evaluated by an Executive Review Panel based on the managerial and technical qualification requirements stated in this announcement. Eligible candidates will be placed in qualified and highly-qualified categories. Interviews, and qualification and suitability inquiries may be requested. The Executive Review Panel will make a final recommendation to the selecting official identifying the best-qualified candidates.
Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the PTQs, but need not address the ECQs. In order to successfully complete the online application process you must input the term, "noncompetitive eligible" in the text boxes for each of the ECQs. You must submit a Standard Form 50 that documents your SES Career appointment or a copy of your OPM approved SES Candidate Development Program certificate.
