Lutheran Immigration and Refugee Service (LIRS), is seeking a Manager for Training and Learning – Children and Family Services who will provide oversight, appropriate and effective technical assistance, and support to partners within the Family Reunification and Foster Care networks. The Manager will ensure that Children and Family Services (CFS) and partners have the knowledge and expertise to strengthen their services for refugee and migrant children. S/he will provide guidance, training, technical assistance and support to the CFS unit and LIRS’s network partners through on-going communication, implementation of tools and written best practice guidance.


  •  Supervise the delivery of services by partners within the network, identify areas for improvement, expansion, and training needs. Identify areas of innovation and improvement for service delivery and build them into training objectives and service expectations.
  •  Identify training needs and program challenges for the development of materials, resources, and tools to enhance the delivery of program services in accordance with recognized child welfare standards, LIRS best practices, and LIRS/ORR policies and procedures implementation.
  •  Guide and coordinate preparation of training materials for "Training of Trainers" (TOT’s) to educate headquarters staff on adult learning principles and to improve headquarters ability to incorporate various learning modalities when providing training and technical assistance to network partners.
  •  Develop, manage, implement Children’s Services’ Strategic Training Plan; including distance and on-site training, to identify outcomes based on training management processes, identify knowledge gaps, and evaluate the effectiveness of training to improve services for meeting the needs of children and families.
  •  Utilize curriculum development skills and adult learning techniques for new program initiatives and continual program updates.
  •  Create and disseminate training materials of all new federal policies and procedures to ensure accurate training and guidance is provided to LIRS Children’s Services and throughout our partner network.
  •  Create on-line manuals and other materials to support planning and implementation of training sessions for various training events and conferences.
  •  Manage and coordinate the training needs of LIRS Children’s Services and partners regarding compliance with federal mandates and quality foster care and family reunification services for migrant and refugee youth and other areas of need.
  •  Manage, prepare and collaborate on a variety of reports by analyzing network data, determining trends and reporting data to Children’s Services staff and funders.
  •  Other duties as assigned by supervisor.




  •  Undergraduate degree in area of Education, Training and Development or related fields in combination with a minimum of 3-5 years of relevant experience. Graduate degree preferred.
  •  A minimum of three years’ experience and evidence of knowledge of multi-media training and materials development principles, practices and emerging trends.
  •  A minimum of three years’ experience in providing training and technical assistance to adult service providers and/or internal staff.
  •  Knowledge and experience in training analysis and program evaluation.
  •  Experience and proven leadership, in program development and problem-solving with demonstrated ability to develop and manage collaborative partnerships among various systems
  •  Demonstrated experience with implementing creative solutions effectively and efficiently to address programmatic challenges.
  •  Proficiency with Microsoft Office applications. Knowledge of JIVE and Salesforce applications a plus.
  •  Excellent oral and written communication skills with emphasis on public and training settings.
  •  Outstanding organizational skills and ability to manage multiple projects simultaneously.
  •  Demonstrated ability to work independently, establish priorities and exercise sound judgment in response to situations that are highly complex, sensitive and confidential.
  •  Experience with and commitment to working with a very diverse workforce.
  •  Ability to travel approximately 20% of annual time.
