Job Title: HUMAN SERVICES SPECIALIST Closing Date/Time: Thu. 07/05/18 11:59 PM Eastern Time Salary: $52,332.80 - $79,996.80 Annually
Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, Virginia       Arlington County is seeking a professional Human Services Specialist to be part of the Clinical Coordination Program in the Community Assistance Bureau (CAB). CAB is one of five operational bureaus in the Department of Human Services' Economic Independence Division. The unit serves a culturally and ethnically diverse population, including homeless persons and those with limited English proficiency. Work in the unit is performed in a high volume, walk-in environment involving crisis situations and short-term interventions designed to prevent hunger and homelessness and promote self-sufficiency. CAB assists low income residents by providing emergency financial assistance, crisis intervention, counseling, information and referral to appropriate services within the department and the community.

Specific duties include:
  • Coordinating with the Housing Locator to mitigate eviction while current cases are being assessed;
  • Assisting clients in securing and filling out intake forms and leasing applications for relocation needs, and coordinating their move-in as per the terms of their lease;
  • Collaborating with property managers to resolve issues relating to conditions of tenancy;
  • Developing individual program plans for clients and networking with community service providers to locate programs and resources to assist clients;
  • Working with clients to negotiate housing arrangements with landlords and/or family members including establishing house rules, financial contributions and length of stay;
  • Interviewing and assessing the clients and the initial determination of clients' conditions and appropriateness of specific programs for referral;
  • Observing and documenting client's progress while maintaining files of internal and external sources to match clients to agencies providing assistance services;
  • Transporting clients to appointments with referred agencies.
  • Seeking advice and direction for consultations with clinical staff; and
  • Performing administrative duties to include maintaining a record-keeping system.

 Selection Criteria: Minimum: Bachelor's degree in Social Work, Sociology, Psychology, Special Education, Mental Health, or Counseling plus professional experience in human/social services program delivery to include teaching behavior management techniques, counseling, training the handicapped, applying job training techniques, and/or making human/social services referrals.
 
Substitution: Additional directly related experience can substitute for the education requirement on a year-for-year basis. A Master's degree in a directly related area may substitute for up to one year of experience.

Desirable: Preference may be given to applicants with experience in the following
  • Master's Degree
  • Working with landlords and community agencies to establish relationships to prevent evictions and reduce risk of homelessness.

 Special Requirements: Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. An offer of employment will be contingent upon a favorable review of the applicant's driving record.

A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

 Additional Information:
Work Hours: Varies between 8 a.m. – 8 p.m. Monday through Friday. After hours and weekend may be required.

Work involves travel within Arlington to visit clients in their homes or on the streets.
