  • MINIMUM QUALIFICATION REQUIREMENTS: All applicants MUST meet BOTH the Basic Education Requirements and Additional Qualification Requirements listed below. (Note: Your answers to the Additional Qualification Requirement and Assessment Questions must be clearly supported by your resume. Copies of your transcripts must be submitted to document educational accomplishments. Your answers will be verified by your transcripts.)

    BASIC EDUCATION REQUIREMENTS - ARCHITECT, GS-808:

    A. A bachelor's or higher degree in Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR

    B. A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: (1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. OR (2) Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

    BASIC EDUCATION REQUIREMENTS - CIVIL ENGINEER, GS-810:

    A. A bachelor's or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (1) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (2). Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (3) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. (4) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive

    ADDITIONAL QUALIFICATION REQUIREMENT, GS-808 and GS-810:

    Have at least one year of specialized experience equivalent to the GS-11 level in the federal service. This specialized experience must include: (1) serving as a lead project consultant, project manager, and/or advisor on all aspects of assigned facilities engineering, including related professional engineering and architectural management; (2) reviewing designs and proposals and recommendations/coordination for higher level review of approval of waivers of criteria based on engineering/architectural judgment and economic analyses; and (3) participating in reviews of bids, contractor proposals, contract specifications and designs, as well as contract negotiations and technical and business discussions with contractor. Familiarity with related fields of work such as architectural, electrical, mechanical, and civil engineering must be sufficient to ensure that areas of overlapping responsibilities receive proper design considerations.

    PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

    PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    (1) Knowledge of the principles, methods, and tools of project management including the budgeting, planning, designing, scheduling, coordinating, managing, and inspection of construction projects.

    (2) Ability to effectively manage private-sector design services for refuge or hatchery facilities or systems, or design such systems when it is not cost effective to use A/E services, and coordinate and monitor planning and design work involving many components or phases of a project.


    (3) Knowledge of contracting procedures for selection, negotiation, and performance evaluation of outside A/E consulting services and construction contractors sufficient to be qualified as a COR for A/E and construction contracts, and related economics, planning, design, and construction practices.

    (4) Ability to assess the needs of customers, listen to and resolve their concerns, and deliver a quality project which meets their needs on time and on budget.

    (5) Knowledge of engineering and architectural concepts, principles, and practices applicable to the full range of duties concerning investigations, surveys, planning, design, construction, and maintenance of a wide variety of facilities. This includes familiarity with related engineering fields such as hydraulic, electrical, mechanical, structural, and environmental, and with applicable local, State, and Federal regulations governing various projects.

    All qualified candidates will be assigned to a quality category. The category assignment is a measure of the degree in which your background matches the competencies required for this position. The category ratings for this position are: Best Qualified, Well Qualified, and Qualified. Best qualified candidates with veterans' preference will be referred for consideration prior to non-veterans.
