    To qualify at the GS-09 Level: Applicants must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that equipped the applicant with the particularly knowledge, skills, and abilities required to successfully perform the duties and which is typically in or related to the position to be filled.

    Specialized experience includes the following:
    • Applying military personnel policies, procedures, and regulations;
    • Utilizing human resources and/or medical automated systems to update and manage employee records, and produce reports and spreadsheets;
    • Drafting and/or writing reports and memos utilizing medical terminology;
    • Reviewing medical board case files, and informing claimaints' of the disposition of cases.
    OR

    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    OR

    Have a combination of directly related work experience and graduate level education. Combinations of successfully completed graduate education as described above and specialized experience as described above may be used to meet the total qualification requirements. When an applicant has less than one year specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Forty hours of work per week in the specialized field for 12 months is equivalent to one year of full-time experience, and generally, 18 graduate-level semester hours is equivalent to one full-time year of graduate study (your school and department determine what constitutes one full-time year of graduate study). Applicants must have successfully completed more than one year of graduate education to use this option to qualify at the GS-9 level. Applicants percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 27 graduate-level semester hours for a GS-09 grade level position equals 50%) must total at least a 100%.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    2. Knowledge of customer base, database and spreadsheet systems, medical administration terminology, and principles of record management
    3. Knowledge of procedures used in developing requirements, analyzing problems, and administration
    4. Skill in applying written and oral communication techniques
    5. Skill and ability in consensus building, negotiation, coalition building, and conflict resolution techniques.
    If you meet the minimum qualifications, you will be placed in one of the following categories:
    1. Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis.
    2. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
    3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
