Overview The Human Resources Specialist III - Staffing provides a professional level of staffing and recruiting support services for the US Census Bureau (USCB). ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include the following. Other duties may be assigned.Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken.Provides advice on recruitment and placement issues. Completes personnel actions within established timeframes.Advises management on various types of hiring authorities and appointments.Works with managers and subject matter experts to fill a wide variety of positions in assigned divisions, up to and including GS 15 level positions.Works with Monster Career Portal to source applicants.Determines appropriate methods for advertising positions, developing job analyses and choosing interview questions.Conducts job analyses. Ensures selected Knowledge, Skills and Abilities (KSAs) are job related and measurable.Follows delegated examining and merit assignment procedures to create / post job vacancy announcements. Reviews applications, and determines basic qualifications. Adjudicates veterans' preference. Prepares and issues Certificates of Eligibles under delegated examining and merit assignment procedures.Tracks progress in meeting the 80-day hiring goal.Responds to appeals associated with staffing actions.Applies pay setting calculations.Makes job offers to selectees. Prepares offer letters, and follows up with appropriate Entry on Duty (EOD) procedures.Resolves issues associated with hiring actions. Performs regulatory review of SF-52s to ensure appropriate documentation.Ensures compliance with regulations and other employment program requirements.Classifies positions. Interprets and applies position classification standards to ensure the correct selection of pay categories, occupational series, titles and grade levels.Supports position management and organizational design efforts by providing advice / recommendations to agency managers.Provides policy guidance on merit promotions, career programs, recruitment, special employment programs and internal placement.Advises management on the efficient and effective use of human resources in the design of both positions and organizations. Participates in studies concerning organization-wide and government-wide hiring and staffing management issues.Stays abreast of current developments, regulations and trends related to staffing and recruiting.May work in office or from home.Responsible for aiding in own self-development by being available and receptive to all training made available by the company.Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.EDUCATION/EXPERIENCEBachelor's degree and a minimum of ten (10) years relevant experience, or equivalent combination of education / experience, including experience as a federal employee in this capacity. Must have prior experience conducting job analyses, developing crediting plans, preparing vacancy announcements, conducting applicant qualifications / ratings / ranking reviews, preparing selection certificates and using career connector. Experience working with Monster Career Portal.CERTIFICATES, LICENSES, REGISTRATIONActive U. S.
