Job Description Job Title: Contracts/ Subcontracts Administrator Location: Reston, VA Introduction: IndraSoft, Inc. is seeking a highly qualified Contracts Administrator to join our dynamic team. The Contracts administrator will be responsible for all aspects of Subcontract/Contract administration. The incumbent will provide an effective contract and procurement management program which ensures compliance with requirements of procurement activities, focusing on administration of subcontracts/contracts. The Contracts Administrator will be a liaison function between internal and external customers. Qualifications Required: · Bachelor's Degree in Business Administration or equivalent experience. · 2-5 years subcontracts/contracts administration to include T&M, Labor Hour, Cost, Reimbursable/Award Fee and Firm Fixed Price contracts. · Experience in Federal Government contracting. · Demonstrated understanding of cost accounting principles to include direct and indirect cost components and factors. · Knowledgeable of the Federal Acquisition Regulations (FAR) and (DFAR), Agency FAR supplements and Cost Accounting Standards (CAS). · Proficiency in MS Office, Word, Power Point, Outlook and emphasis with Excel. · Experience with Deltek or PROCAS is preferred. · Must be familiar with working under an Approved Government Purchasing System (CPSR). · Ability to obtain security clearance if needed. · Excellent communication & negotiating, business analytical and problem-solving/trouble shooting skills. · Effective Customer Service and management skills/capabilities ; including a demonstrated ability to work cross-functionally (internally) and/or externally. · Strong English language skills (both written and verbal). Qualifications Desired: · Master's Degree in Business Administration or Computer Science, Technology, Engineering, Mathematics (STEM) or related technical discipline a plus. Duties and Responsibilities: · Coordinate, develop, and produce subcontract documentation such as subcontracts, NDA and TA agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations and certifications and correspondence. · Develop, negotiate and administer T&M, Labor Hour, Fixed Price, Cost Reimbursable/Award Fee type Subcontracts, Non-disclosure Agreements and Teaming Agreements consistent with government client requirements in accordance with contract requirements, review and interpretation of FAR/DFAR procurement policies and procedures. · Lead subcontracting support element, coordinating pre-award subcontract proposal functions and make decisions regarding subcontract management approach with supervision, and coordinate the subcontract proposal process. · Create complex subcontract request for proposals in support of prime contract solicitations. · Conduct a thorough review of prime solicitations ensuring the subcontract RFP contains all appropriate flow-downs and requirements. · Evaluate subcontract proposals for compliance and risks to the solicitation ensuring all aspects to requirements are considered from pricing or cost to include the management volume. · Perform price and cost analysis, resulting from negotiation of price/cost and price/cost-related terms and other subcontract or other agreement provisions. · Support post-award subcontract management, ensuring compliance with required performance criteria and create and implement effective acquisition strategies · Advise management of potential improvements or new approaches. · Review and process purchase requisitions, Compile documentation to establish subcontract files. · Conduct subcontract file reviews in support of Government audits. · Coordinate with accounting and finance department in administering subcontract invoicing and payments, job cost management, contract audit/filing, and closeout process. · Develop and maintain procurement files. Monitor and track subcontractor deliverables. · Draft/review/negotiate teaming and non-disclosure agreements. · Negotiate terms and conditions with Government/commercial customers and subcontractors. · Ensure subcontract requirements are met, monitor cost status, assist in cost management, and coordinate issue resolution with customers. · Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental, and internal department personnel. · Maintain a filing system and be responsible for correspondence on contracts and procurement matters. · Manage/coordinate subcontract activities to include subcontractor's performance and award fee determinations. · Assist in participate in the development of Federal Services policies and practices; ensure subcontract practices, transactions, and documentation comply with policies and procedures, contract requirements, and Government regulations. · Provide interpretation of subcontracts, organize or process correspondence with contracting parties, and monitor fulfillment of contractual obligations. · Perform all other position related duties as assigned or requested. Physical Demands: While performing duties of the job, incumbent is occasionally required to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk and hear. Employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus. Work Environment: The noise level in the work environment is usually moderate.
