CPIC Budget and Planning Analyst
Job Description Time Solutions, LLC seeks a CPIC Budget and Planning Analyst requires strong expertise in the Capital Planning and Investment Control (CPIC) process in support of OMB A-11. The candidate will provide strategic and tactical direction as well project management best practices techniques and guidance in support of the client's major IT portfolio investments. The CPIC Analyst will demonstrate excellent client handling skills with the ability to quickly develop relationships at all levels of the client organization. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) Perform business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process in satisfying OMB A-11. Perform financial and business analyses, schedules, risk management and performance measurements. Assist to establish analytical frameworks and conduct complex business analyses, cost-benefit and ROI studies. Develop customized CPIC and project management artifacts, templates, guidance, training, and analytic tools to assist the organization with comprehending the condition of their IT portfolios and maturing their IT CPIC processes. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) · Active or must be able to obtain Secret level clearance. · Must be a US citizen. · Bachelor's Degree in Finance or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience. · 3 years or more of experience conducting financial analysis, design, and reporting in support of a Federal agency. Extensive knowledge of OMB 300, OMB Circulars, FITARA. 3+ years of project and customer management experience in Federal Civilian consulting environment. Desired Qualifications: · PMP preferred. Master's Degree preferred. · Hands on experience importing and ingesting budget and spending financials from resident budget reporting systems into MS Excel for consolidation and analysis. · Knowledge of OMB's Technical Business Management (TBM) common costing framework used for agency IT budget submissions. · Experience with the GSA eCPIC financial reporting tool. Knowledge, Skills and Abilities: · Adapt client financial/budget data for entry into the Federal IT Dashboard using the General Services Administration's eCPIC tool, ensuring timeliness and accuracy of information. Administer the eCPIC tool including system upgrades and necessary debugging. Facilitate interviews and data gathering sessions and perform internal and external research. Engage with key technology stakeholders to gather data and provide status on IT investments, program, and projects throughout their lifecycles.
