Responsibilities NCI: Is seeking Senior Systems Engineer (Functional Engineer) support for Product Manager Soldier Sensors and Lasers (PM SSL) of PEO Soldier at Fort Belvoir, VA. You will work on complex projects which will require original thinking and new approaches, guides, aids and manages others on a major program, support priorities and ensures that the work products for the group conform to standards. In assuming this position, you will be a critical contributor to meeting NCI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments. Highlights of Responsibilities: Plan and manage assignments, progress and evaluates results. Serves as Product Management Engineer with responsibility for managing a variety of programs. Systems typically include night vision goggles, thermal weapons sights, laser pointers, and precision targeting devices. Contribute based on broad knowledge of Army materiel acquisition policies and procedures, a thorough knowledge of assigned night vision or precision targeting systems, requires professional engineering education or work experience in electro optics, thermal imagers, image intensification, lasers, and the integration of multiple sensor technologies and knowledge of systems engineering and management principles in accomplishing assignments. Prepare engineering and support cost estimates for projects, work breakdown structures, project execution and review schedules and other related documentation. Evaluate design concepts and assures engineering compromises necessary are beneficial and compatible to the total systems performance; initiates and/or evaluates engineering studies. Review progress reports to ensure adherence to technical requirements, schedules and cost objectives. Prepare and reviews test directives, observes tests, and analyzes results to determine adequacy of performance. Propose corrective action necessary to minimize deficiencies and recommends mediation. Review and evaluate technical data packages prepared for engineering development and/or procurement. Maintain the configuration baseline and configuration management control of assigned small arms systems. Provide technical advice, guidance, and direction to engineers and technical specialists on all engineering aspects of assigned development/production efforts. Provide technical guidance when performance characteristics may not be met, assesses trade-offs, and coordinates modifications for user requirements. Review and assesses proposals and recommended deviations from established designs and specifications to resolve critical engineering problems and recommends approval/disapproval to PM. Evaluate the results of test and lab work and proposes to PM a redirection in the work of contractors and other participants accordingly. Establish and maintain liaison with engineers, scientists, contractors, technical specialists, user representatives, and foreign representatives/participants on matters pertaining to assigned engineering areas. Develop info papers, and other presentation materials. Qualifications MINIMUM REQUIREMENTS: Security Clearance: SECRET Travel is expected to be 25% of duty time. Possess knowledge and experience in the areas of Electro-Optics Engineering and Sensor Technology. The employee must meet Defense Acquisition Workforce Act (DAWIA) requirements applicable to the duties of the position. This is an Acquisition Position and requires Level 2 or 3 certification in Acquisition Career Field Systems Engineering. Knowledge of Product Development lifecycle. Process Engineering Experience. Knowledge of configuration management tools. Knowledgeable of Night Vision Devices System Architecture. Experience working in a Laboratory environment.
