Required Experience: Possess a Bachelor's Degree in Engineering or related field from ABET accredited engineering program; Advanced degrees are preferred Professional Engineering Registration in Maryland (or able to obtain same within six months of hire date); Possession of or capability to obtain additional PE registrations by jurisdictional needs 15-plus years of consulting or municipal experience with an emphasis on highway design experience Established working knowledge of environmental management principles and organization, operations and technologies Possess specific market knowledge in the Baltimore/Washington, DC Metropolitan Area Experience with MSHA, MDTA, County and Municipal Transportation projects preferred The primary role for this individual is to manage JMT's Hunt Valley, MD Highway Engineering discipline. Candidate will be responsible for the overall vision and financial success of a well-established and growing department. He or she will be responsible for managing a technical highway engineering staff, including coordinating staff assignments with the Practice Leader and other offices in timely forecasting of project needs throughout JMT. Key activities will include, but will not be limited to: Marketing / business development to establish JMT's market presence with new clients while building on existing highway engineering contracts and clientele Preparing expressions of interest technical proposals and presentations Assessing the regional market, preparing and maintaining a development plan tailored to the technical capabilities of JMT and the highway needs within the market Projecting and advancing JMT's presence in the market through participation and leadership in highway industry activities Responsible for interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems Maintaining close liaison with clients to resolve project questions Responsible for the management and monitoring and management of work-in-process, billings, monitoring of outstanding accounts receivable and initial collection efforts for projects. Forecasting administrative, staffing, and facility needs for office Coordinating assignment of manpower with other offices in timely forecasting of project needs throughout JMT's regions Reviewing the design and production work of the staff to ensure that it meets the highest professional standards and is in conformance with company standards Preparing estimates, establishing cost controls and maintaining project budgets and schedules; implementing quality control practices; managing and controlling sub-consultant contracts Striving continually to see that work is completed on time and within allocated budgets Performing project management duties, including client and sub-consultant coordination; coordinating with public agencies; attending client meetings; and visiting job sites Coordinating with JMT Senior Management in managing the performance of the department Coordinating and carry out the marketing and financial objectives and policies established by the Board of Directors Carrying out supervisory responsibilities in accordance with JMT's policies and applicable laws
