Specialized experience for this position is defined as: experience as a technical or design lead for web development projects, this work involves designing and programming database-driven web applications making improvements in existing web systems and operations, web product development of new approaches to match electronic dissemination techniques with customer needs.

- Knowledge of project management principles and procedures in order to lead web projects from cradle to grave.
- Knowledge of program analysis and web systems methodology necessary to develop an environment that includes policies, approaches, standards, procedures, and guidelines for the ongoing improvement of EIA web products and their integration into the EIA electron information dissemination program.
- Knowledge of EIA direction and program outputs; electronic information and data dissemination; database design and development to support web application back-ends, web project management; web product design and development; web software and vendor evaluation and selection; web systems architecture design and implementation; web content management; online mapping applications, information architecture; enterprise search and taxonomy; usability; and diverse web design and development specialty areas.
- Mastery of the technical aspects pertaining to the web and electronic product development process sufficient to lead web development and project management efforts.
