Koniag Information Security Services currently has an opening for a Financial System Analyst, in Alexandria, VA, to provide executive level support for Office of the Secretary of Defense (OSD). The overall goal is to assist the DoD Comptroller in being the financial management community lead for creating and sustaining modern, effective, and cost conscious financial management processes, data, and systems. The successful candidate will support the DoD Comptroller office that is providing oversight and guidance to the Department's implementation of several applications that will aid in achieving a clean Department wide financial audit. Specifically, the effort included reconciling intergovernmental transactions (IGTs) through implementation of the G-Invoicing system. The other major effort supported is assisting the Department with cash accountability. The DoD records a Fund Balance with Treasury (FBWT) difference every year. The Departments cash accountability and traceability (CASH) transformation initiative re-engineered the CASH life-cycle process flow which includes transitioning the Department to federal shared services as directed by US Office of Management and Budget (OMB). The new process is currently being implemented across the Department.What will you be doing? Assist the Government with management and governance across DoD's financial management processes, data, and systemsAssist the DoD Comptroller with implementation of G-Invoicing across the DepartmentTrack organizational progress with G-Invoicing, answer question, assist Agencies and DoD organizations as required to ensure a smooth and uniform transition.Track organizational progress with CASH, answer question, assist Agencies and DoD organizations as required to ensure a smooth and uniform transition.Help DoD Organizations utilize the DoD centralized data hub, Global Exchange (GEX) to facilitate the exchange of reimbursable transactionsSupport Cash Accountability and Traceability Working Group (CATWG) meetings.Work with Stakeholders, contract team leaders, and government leadership to work towards system implementations.Provides project administration, schedule management, issue/change management, and test management.Provides the government with reports and assists in interpreting organizational implementation data. Investigates issues per management requests and communicates results.Drafts correspondence on behalf of the Senior Executive for review and approvalOn behalf of Senior Executive, coordinates communication, including calls, responding to email and interfacing with stakeholders, or their staffs, at all levelsPrepares internal and external documents and correspondenceEdits and completes first drafts for written communications to internal and external stakeholdersWhat do we require from you?Good background with DoD financial systemsUnderstanding of the different DoD financial systems with a business function comprehension of their capabilities.General system architecture knowledge of DoD Financial systems4+ years financial systems experienceMust be a self-starter that can recognize needs and act with little to no guidance.Able to rapidly understand and apply new conceptsMust possess expert level skills in analyzing and addressing extremely complex problems with nuanced situational dependenciesHighly motivated professional and capable of managing demanding workload while prioritizing and managing competing prioritiesRequires exceptional written and verbal communication skills and critical thinkingStrong organizational, project management and problem-solving skills with impeccable multi-tasking abilitiesAdvanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skillsRequires a US Citizen with a Secret clearanceWorking Environment & ConditionsThis position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 75 lbs.
