  • The Office of Personnel Management has not issued qualification standards for attorney positions. However, successful candidates must have the following minimum qualifications:
    Have received a professional law degree (LL.B, J.D., LL.M.) from a law school accredited by the American Bar Association (ABA).
    Current membership in good standing of the bar of a state or territory of the United States or the District of Columbia. Proof of bar membership will be required before entering on duty.

    The candidate should have excellent research and writing skills, incisive legal analytical ability, strong oral advocacy and presentation skills, and good judgment and interpersonal skills. Specialized experience for this position would include experience analyzing statutes, regulations, and decisional law, and presenting those analyses and relevant legal or policy issues for decision.

    Applicants with a background in transportation (particularly rail transportation), economics, administrative law, government regulation, or providing advice on complex technical issues are strongly preferred.


    To be eligible for the GS-11 level, candidates must meet the minimum qualifications described above. In addition to the minimum qualifications, applicants for the GS-11 level who have the first professional law degree must also show (1) one year of professional legal experience equivalent to the GS-9 level, or (2) that the record of the first professional law degree demonstrates superior law student work or activities (e.g., superior academic standing, significant achievement in law school activities, or other equivalent evidence of clearly superior achievementi.e., law clerk experience or work experience significant to law school of record).

    To be eligible for the GS-12 level, candidates must meet the minimum qualifications described above and have one year of professional legal experience equivalent to the GS-11 level.

    To be eligible for the GS-13 level, candidates must meet the minimum qualifications described above and have two years of professional legal experience or one year of experience equivalent to the GS-12 level.

    To be eligible for the GS-14 level, candidates must meet the minimum qualifications described above and have three years of professional legal experience or one year of experience equivalent to the GS-13 level.

    To be eligible for the GS-15 level, candidates must meet the minimum qualifications described above and have four years of professional legal experience or one year of experience equivalent to the GS-14 level.

    In order to qualify for this position, candidates must have received a professional law degree (LL.B, J.D., LL.M.) from a law school accredited by the ABA, and must currently be a member in good standing of the bar of a state or territory of the United States or the District of Columbia.

    This is a non-bargaining unit position.

    If you are selected at a grade lower than the highest shown in this listing, you will be placed under a career development plan and can be non-competitively promoted when you successfully complete the requirements for the higher grade.
