CONDITIONS OF EMPLOYMENT:
- You must be determined suitable for Federal employment.
- This position requires the candidate to obtain a Secret Security Clearance. You will be required to obtain an interim or final security clearance prior to entrance on duty. Failure to obtain the required security clearance may result in withdrawal of the job offer.

- You are required to possess a valid state driver’s license while employed by the Federal Railroad Administration (FRA) to perform the duties of your position.
- You must be able to obtain and retain a Government contractor-issued travel charge card to be used for official business as a condition of your employment. If you are unable to obtain or retain the travel charge card, you may have your offer of employment rescinded or be removed from Federal service.
- The FRA has determined that seniority rights, leaves of absence, and re-employment rights with or from a railroad generally constitute an actual or an appearance of a conflict of interest. New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or an appearance of a conflict of interest. No waivers of this requirement will be granted.
- You will be required to submit a Confidential Financial Disclosure Report annually.
- Employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc., which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or another plan.
- Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.
- Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.
Technical Qualifications (TQs): Candidates must meet the following Technical Qualifications (TQs) for this position:
- A Bachelor's degree from an accredited engineering school in a discipline applicable to the railroad industry (e.g. mechanical, electrical, electronic, civil engineering).
- Three years of specialized experience in or closely related to the field of transportation safety. At least one year of this experience must have been in planning or executing difficult programs of national significance or planning or executing specialized programs that show outstanding attainments. One year of this specialized experience must be equivalent to experience at the GS-14 grade level in the Federal service.
- Ability to review, understand and assess the safety of railroad equipment, infrastructure, and new technologies including familiarity with the design, construction, inspection, testing and maintenance of passenger cars, freight cars, locomotives, power brakes, train control, signal systems, track design, and other railroad systems.
- Ability to provide expert professional engineering consultation and advice to FRA, railroad industry representatives, and other railroad industry professionals and stakeholders on safety matters pertaining to railroad systems, railroad equipment, high-speed rail equipment and new technology.
MANDATORY EDUCATION REQUIREMENTS:
All applicants must meet the following requirements to qualify for consideration for an engineering position:
Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.
