The EMMES Corporation is seeking a Budget & Pricing Specialist, a newly created position due to growth, located in our Rockville, MD or Frederick, MD office.

Primary Purpose

The Budget & Pricing Specialist is responsible for preparing accurate cost proposals for government and commercial proposal efforts. In coordination with internal teams, the Budget & Pricing Specialist facilitates the development of profitable pricing strategies. The position develops budgets, reviews financial reports, researches cost information, and responds to financial requests.

The Budget & Pricing Specialist will coordinate price development for assigned Cost Reimbursable, Time and Materials, and Fixed Price proposals while optimizing profit and meeting financial and corporate objectives.


  • Partners closely with the contracts department, proposal teams, and technical staff

  • Ensures pricing models are compliant with government and/or commercial proposal RFP guidelines

  • Utilizes standardized pricing and contracting methodologies ensuring consistency of approach

  • Reviews both domestic and international request for proposals (RFPs) and task orders and advises on pricing strategy; develops approved Emmes budgets for submission to clientele

  • Works with internal resources to develop detailed and accurate pricing proposals for new business prospects and add-on business based on Emmes’ defined service portfolio and pricing strategies

  • Performs analyses of projects, including pre-delivery and post-delivery to establish expenditure and profitably trends

  • Assists with project financial control including adjusting pricing models for proposals and/or existing projects

  • Develops proposal pricing templates and modifies existing templates on an as needed basis

  • Manages the setup and maintenance of project reporting

  • Streamlines processes and recommends improvements and efficiencies for pricing activities

  • Sets priorities and brings conflicting deadlines to Manager for reprioritization and assistance

  • Attends competitive range meetings; addresses questions and action items related to cost proposals

  • Other duties as assigned


  • Bachelor’s degree in Accounting, Business, or a related field

  • Five or more years’ experience in budgeting/pricing, accounting, or a similar government contractor pricing role required; commercial experience desired in addition to government contracting

  • Experience with varying types of contracts, subcontracts, and grants to include Cost Reimbursable, Firm Fixed Price (FFP) and Time and Material (T&M)

  • Budgeting and pricing skills acquired through a related work history of providing pricing services for proposal activities

  • Clinical Research, pharmaceutical, or contract research organization (CRO) industry experience preferred

  • Ability to perform computations of medium to high complexity

  • Demonstrated ability to adhere to pre-defined pricing strategies, models, and business practices

  • Quickly able to identify key issues, structure problems, determine appropriate analysis and synthesize recommendations

  • Knowledge of Microsoft Office including advanced expertise in Excel

  • Deltek CostPoint experience a plus
