Senior Program Manager, Acquisition Analyst (contracting)
This position is on the consulting staff of a government consulting firm headquartered in Tysons, VA. The position would be in direct support of Program Executive Office (PEO) Enterprise Information Systesm (EIS) Strategic Initiatives Group (SIG). Work location is on-site at Fort Belvoir, Virginia. Responsibilities Serves as the Government's advisor and Subject Matter Expert for Defense Acquisition Program Management and Contracting. Responsible to develop, author and edit multiple types of program Acquisition and Contract documents. Responsible to track changes in DoD and Army Acquisition and Procurement regulations / instructions / policy and interpret the changes for the organizational tasks. As required, provides the following types of products and analysis in support of Information Technology (IT) systems:Development of Acquisition documents to include: Capability Implementation Plan (CIP), Acquisition Approach, Acquisition Strategy, Cost Estimates, Requirements Traceability Matrices, program/project presentations, executive summaries and white papersDevelopment of requests for proposal (RFP) documents to include solicitation sections A - M and required attachmentsSource Selection Evaluation planning, including development of evaluation criteria, instructions to vendors, training for evaluation teams, creating schedules, and editing Government reports and documentsMarket Research and assistance with industry interactions Development of Integrated master schedules (IMS) with discrete milestones at sufficient intervals to measure progressDevelopment of and monitor performance measurement baseline metrics including cost, schedule, and scope baselines Qualifications Education: Master's degree and formal Army staff and leadership education required.Certifications: DAWIA Level III for Program Management. Level I or higher for Contracting. Scrum Fundamentals or higher.Experience: Must have deep experience (multiple assignments) providing on-site support in an Army PM Office. Possess an in-depth working knowledge in DoD Acquisition and Business system life cycle development; Demonstrated knowledge of Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types. Demonstrated knowledge and familiarity with the practices of industry business development and proposal writing. Demonstrated skills in written and oral communications.Clearance: MUst have a fully adjudicated SECRET clearance at contract award.
