Job Description The Associate Director, Employee Relations and HR Business Partners will be responsible for leading the design, delivery and measurement of the Business Partner strategy and programming ensuring support and alignment of the PCAOB s strategic objectives. Responsibilities Effectively leads the development and implementation of the PCAOB s Strategic Business Partner strategy. Provides strong leadership and direction to the Strategic Business Partner staff. Serves as a trusted advisor and strategic partner within the PCAOB in the areas of employee relations, workforce planning, rewards and recognition, employee engagement, talent management, performance management/improvement, policy interpretation and other organizational effectiveness matters to optimize HR s contribution to business success and enhance the employee experience. Has extensive employment/labor law and compliance experience. Provides proactive, confidential support of managers, employees and teams in relationship building, effective collaboration, conflict management, grievance management, accommodations, compliance, work/life balance and other culture/climate matters. Consults with the CHRO, Division/Office Leadership, Ethics, IOPA and Office of the General Counsel to mitigate risk and effectively resolve issues on significant employee matters including progressive discipline, voluntary and involuntary separations, resolution on background investigations, performance improvement and behavioral challenges. Supports the development of an enterprise-wide PCAOB Human Capital Strategy Provides proactive support of PCAOB employees from hire to separation (full life cycle engagement). Provides coaching and consultation to employees and managers, offering feedback and advice on issues in a proactive and compassionate manner. Works with division/office leadership and the HR team to develop and implement employee development strategies to meet employee needs, including HR and employee relations related topics, and supervisory/leadership training. Assists in identifying organizational development resources and opportunities to support division and office effectiveness. Identifies leadership development, succession planning, career development and other performance management tools and training to address individual needs and foster retention of key talent. Supports the PCAOB Employee Engagement on-going action planning initiative. Leads the development and implementation of employee rewards and recognition programs. Collaborates with the Office of the General Counsel, Recruiting and the divisions and offices to manage all employee immigration and sponsorship related requirements. Compiles reports and analyzes human resources data (eg, EEO reporting, voluntary and involuntary attrition, etc.). Ensures business continuity by developing and implementing Business Partner standard operating procedures. Other duties as assigned. Requirements Qualifications Bachelor's degree from an accredited university, in Human Resources Management or related field. Law Degree JD in Employment Law preferred. or MBA/Master's degree in Human Resources a plus. Strong background as an employee relations subject matter expert or HR Generalist/Business Partner, with a focus on change management, culture/climate and employee engagement. . 12+ years of human resources experience. Demonstrated leadership of people and processes. Fair, balanced, and respectful engagement style Strong ability to influence, affinity for people and demonstrated experience leveraging those skills into business outcomes A reputation for discretion, integrity, judgment, responsiveness, and strong attention to detail Must be creative and able to think strategically and logically; pay close attention to detail, establish and execute procedures to completion Strong verbal and written communication, presentation and facilitation skills Must be able to work effectively under pressure, manage time, set priorities and meet deadlines Able to drive change and Ability to multi-task, organize and interact effectively with all levels of internal and external customers. Advanced working knowledge of software applications, ie, Microsoft Office Suite. Ability to develop and implement strategic Human Resources initiatives. Strong knowledge of state and Federal employment law and practices and EEOC guidelines. Proven strengths in negotiation, analysis, and problem solving. Must be able to take initiative and work independently; to devise own methods and complete assignments.
