Background Suitability Investigation: Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a Federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.
A degree that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work includes study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to designing training materials and is equivalent to the work performed at the next lower grade level.
The Specialized Experience is defined as experience which involves one year equivalent to at least the GS-12 grade level developing online and m-learning courses using industry standard multimedia tools including Adobe Captivate.
Experience / Education Combination: Applicants may also combine education and experience to qualify at this level. To compute, divide your total months of qualifying experience by 36. Then divide your semester hours of education beyond two years by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
- Advisory Services: Ability to consult with management officials and program staff on instructional design and the development of learning objectives.
- Instructional Design: Knowledge of a very broad range of instructional program planning methods and techniques sufficient to independently plan total support.
- Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
- Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
