As a Web Developer Lead, you will develop Airports Authority applications across the domains of mobile technology, the web, and intranet. Your work will support the strategic goals of the Airports Authority by advancing e-Business opportunities for end-users, business stakeholders, vendors, and the traveling public.

Web Developer Lead

Serves in the Enterprise Business Innovation and Analytics (EBIA) Department of the Office of Technology located at Washington Dulles International Airport.

Executes application development projects across the domain of mobile technology, the web, and intranet. Partners with the Enterprise Architecture (EA) team to understand the goals, processes, and technology requirements for developing apps in a Service Oriented Architecture (SOA) platform on a cloud infrastructure and works closely with developers on the EBIA team and other staff to deliver cross domain solutions. Performs related functions.


Provides expert-level technical support in the development of application solutions using a range of web technologies and database tools.

Develops mobile app solutions for the Airports Authority.

Provides innovative strategies to facilitate requirements gathering. Translates business requirements into executable sprint packages or technical design specifications.

Coordinates technical requirements, designs, schedules, and contractor or vendor activities to finalize the development of apps.

Identifies project risks and issues and facilitates resolution of risks and issues.

Ensures that the appropriate standards are developed and adopted in the delivery of mobile technology, web, and intranet projects by contractors and vendors. Performs quality assurance reviews on contractor and vendor submitted artifacts and serves on peer review panels.

Assists in the development of cross-platform integration to achieve e-Business data integration services.

Maintains the Airports Authority's official website, intranet site, and associated apps and systems.

May also provide maintenance support for Customer Relationship Management (CRM) systems.

Maintains the repository for source code, ensuring that all source code is reliably backed up and versioned.

Develops guidelines and standards for in-house code development and ensures that any vendor-supplied code conforms to standards for maintenance and enhancements.

Performs other duties as assigned.


Eight years of progressively responsible experience in software development and delivering projects in web and mobile technologies.

Knowledge of and skill in developing mobile solutions for the mobile technology market (e.g., iOS for iPhone/iPod/iPad; Java for Android).

Knowledge of and skill in developing web technologies (e.g., HTTPS, HTML, CSS, JS, Java/JavaScript and JSP, JQuery, JSON, MVC Patterns, XML, and web API).

Knowledge of developing web and intranet apps within a Content Management System (CMS), and skill in using at least two software products to develop web and intranet apps (e.g., Drupal, Microsoft SharePoint, or Open Text).

Knowledge of Java and/or .Net environments and ability to lead the development and integration of app solutions across platforms.

Knowledge of and ability to use business processes and IT project delivery methodologies.

Ability to make detailed analyses of data and information and make recommendations.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to speak and write effectively.

Skill in developing CRM Application Programming Interface (API) to achieve eBusiness data integration services across multiple CRM systems.


A Master's Degree in Computer Science or Engineering.

Experience in developing apps using PHP, .NET framework, and web services.


A Bachelor's Degree in Computer Science, Engineering, Management Information Systems, or related field.




Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork customer service, and other factors.
