Fairfax County boasts a top-notch school system, safe neighborhoods, thousands of acres of parkland, and bustling town centers. County government sits at the heart of this dynamic community of 1.1 million residents and seeks employees eager to bring their energy, enthusiasm and skills to serve Fairfax residents and to shape the county's future. Several agencies serve as the gateway to much of the county's economic development and are the stewards of the county's planning, permitting, and construction codes and regulations. Every day, staff in these agencies protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. A major, multi-year initiative is underway to modernize the information technology (IT) systems supporting planning, permitting, and construction processes and functions. Several large legacy applications are being replaced with a modern solution that will improve business agility and enhance customer service. Replacement of these systems necessitates change on many levels; thus, the county is seeking an enthusiastic and experienced change management specialist to lead related activities across several departments.

The successful candidate will:
  • Create change management strategy;
  • Develop and apply a structured methodology for executing change;
  • Lead change management activities;
  • Complete change management assessments;
  • Identify, analyze, and prepare risk mitigation tactics;
  • Identify and manage anticipated resistance;
  • Create communications plans and roadmaps;
  • Support training efforts;
  • Support and engage senior leaders;
  • Integrate change management activities into project plans;
  • Evaluate and ensure user readiness;
  • Track and report issues;
  • Define and measure success metrics and monitor change progress;
  • Coach and supervise supporting staff.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to possession of a bachelor's degree in computer information systems, business administration, or related field; plus five years of experience in information systems and process redesign, managing and implementing all phases of the systems development life cycle, including at least one year of supervisory experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Experience with large-scale change efforts. Solid understanding of the change process and how people process change. Knowledge of and experience utilizing change management principles, methodologies, and tools. Exceptional written and verbal communication skills, including experience communicating with senior and executive level staff in formal and informal settings. Familiarity with project management approaches, tools, and phases of the project lifecycle. Ability to work effectively at all levels in an organization.

PHYSICAL REQUIREMENTS:
