The Deputy Director position within the Department of Planning and Zoning (DPZ) is responsible for coordinating and directing the operations of DPZ to include Zoning Administration, Zoning Evaluation, Planning Division and Administration (financial management, human resources, information technology). Specific duties include:
  • Assists the director in developing goals, strategies and a work culture which enables the organization to meet tactical short term and long range strategic objectives.
  • Assists the director in developing performance measures and metrics that document service delivery.
  • Monitors operational and fiscal performance and takes appropriate actions to sustain and improve organizational performance.
  • Promotes effective interaction and collaboration between the various divisions of DPZ and with other county agencies/departments.
  • Fosters a climate of trust among DPZ staff, ensuring that their roles and responsibilities are understood and how those roles and responsibilities impact others within DPZ, those in other agencies and departments, the public and the county government as a whole.
  • Supports development of codes and ordinances for all DPZ business areas in response to State and Federal mandates, changes to State and Federal legislation, and requests initiated by groups and individuals related to land use and zoning issues.
  • Provides direction and oversight to DPZ Information Technology (IT) policy, strategic planning, coordination and prioritization of department-wide IT initiatives.
  • Develops and maintains positive, productive working relationships with the County Executive, Board of Supervisors and effectively represents DPZ on various committees and commissions within County government and the public arena.
  • Actively solicits input from stakeholders on the improvement of processes and customer service.
  • As a key member of the DPZ Management Team, has a critical role in the strategic planning process of the department.
  • Recommends and sponsors strategies that will better align DPZ with the goals and strategies of the county.
  • As a key member of the Deputy County Executive's Economic Success Team, has a critical role in the county's efforts to strengthen its economy and to improve planning and development services.
Required Knowledge Skills and Abilities
  • Considerable knowledge of the principles and practices of regional and urban planning and environmental impact of land use;
  • Considerable knowledge in the preparation of comprehensive land use, planning, zoning and reporting;
  • Thorough knowledge of the Zoning Ordinance and County policies and procedures relative to planning and zoning, personnel regulations, and other associated areas;
  • Represents the department on various cross departmental teams;
  • Considerable knowledge of budgeting and managing staff resources;
  • Ability to develop effective and cooperative working relationships with local officials, other county staff, the public, consultants and contractors;
  • Ability to gain and maintain the confidence and cooperation of the officials, employees and the public;
  • Ability to make interpretations of complex research data and make recommendations;
  • Ability to speak and write effectively.
Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in a planning-related field and seven years of increasingly responsible experience to include at least two years of supervision of planning operations and/or zoning administration of a large urban area.

PREFERRED QUALIFICATIONS:
The ideal candidates possesses the following:
  • Registered as a Certified Planner with the American Institute of Certified Planner.
  • Knowledge of comprehensive plans, zoning ordinances and land use decision making processes.
  • Ten years or more full-time equivalent experience supervising professional staff.
  • Experience in developing and implementing information technology solutions and initiatives that support planning and zoning.
  • Expertise in community relations with the ability to facilitate community collaborations and partnerships.
  • Demonstrated ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings.
  • Experience working in diverse neighborhoods and communities.
  • Demonstrated record of building and maintaining effective working relationships.
PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Position is primarily sedentary. However, employee may be required to do some walking, standing, bending and carrying of items less than ten pounds in weight. Work requires the ability to operate keyboard driven equipment.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.
