Job Title: TRAINING & ORGANIZATIONAL DEVELOPMENT SPECIALIST Closing Date/Time: Fri. 06/29/18 11:59 PM Eastern Time Salary: $56,243.20 - $111,758.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       This position offers a flexible work schedule up to 40 hours per week.
Arlington County is seeking a talented Organizational Development professional to join our Human Resources team to plan, design, and execute programs and coaching solutions to ensure the organization is equipped to meet current and future workforce and business needs. This Specialist will provide support and guidance in talent management, organizational development, leadership coaching, and training and will develop and implement strategic initiatives to enhance the organization's effectiveness and capabilities.

Specific responsibilities include:
  • Coaches and guides managers and employees to understand needs and collaborates to identify solutions using available tools and resources to support employee development and organization performance and change management;
  • Designs and implements comprehensive organizational development initiatives, programs, training materials, and action plans to improve performance based upon the County's strategic vision through instructor-led training, assessments, virtual, eLearning, job aids, print, and/or blended solutions;
  • Assesses the alignment and success of talent development programs, conducts regular reviews of the organization's structure and identifies changes that will enhance efficiencies and improve the organization's adaptability;
  • Develops, designs, and implements mentorship programs at all levels of the organization;
  • Collaborates with business partners to translate strategies and objectives into deliverable training or OD programs to facilitate effective transfer of learning to the workplace and facilitates training and group discussions;
  • Prepares, tests, and completes administration of annual key Performance Management System updates, changes or initiatives;
  • Guides the implementation of large-scale sustainable changes;
  • Serves as a trusted advisor and subject-matter expert for all workforce planning activities across the enterprise, assesses workforce plans to align business needs and leads cross-functional teams in the design of alternative approaches;
  • Actively engages and collaborates with external consultants and internal stakeholders through regular meetings, involvement with customer community, and benchmarking with other organizations.

This Specialist can also build credibility and influence without direct line authority, and clearly conveys information while demonstrating active listening skills and engaging others.
 Selection Criteria: Minimum: A combination of education and experience that includes a Bachelor's degree in Training and Development, Adult Education, Organizational Development, Organizational Performance, Industrial and Organizational Psychology, or related degree with experience designing and developing course content and facilitating adult learning on a variety of topics using a variety of medium and approaches to include web-based and virtual training; and/or experience in organizational effectiveness and employee engagement initiatives.

Substitution: Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.

Desirable:  Preference may be given to candidates with one or more of the following: 
 
  • Master's Degree or graduate work in Organizational Development, Organizational Performance, Industrial and Organizational Psychology or directly related field
  • Certifications such as Association for Talent Development (ATD), International Coach Federation (ICF), Certified Professional in Learning and Performance (CPLP), International Society for Performance Improvement (ISPI) Certified Performance Technologist (CPT) or similar training development/instructional certifications;
  • Experience developing and implementing organization-wide training and/or organizational development programs.

Entry salary within the band is based on a review of qualifications and experience.
