Overview UCB is seeking an experienced Senior Director of Public Policy who will be responsible for identifying, prioritizing and managing a broad range of federal and state policy activities to achieve UCB's objectives through appropriate opportunities to influence a broad range of key stakeholders and constituencies. The leader in this role will: Perform a wide range of activities related to better understanding current trends in healthcare and specifically policy trends that impact the public payer marketplace; specifically, help identify relevant sources and manage the analyses to better inform UCBs understanding of coverage, coding, payment policies, and quality measures. Play a key role in and contribute to the development and execution of successful public policy/government payer strategies. Recognize, assess, and communicate key policy issues that may have short- and long-term impacts on UCB and the industry and contribute to the oversight of research, analyses and recommendations; Provide leadership on engagement strategies across therapeutic areas and will positively shape public policy and the reimbursement environment; Contribute to strategic discussions and communication efforts with key federal government agencies/organizations (such as HHS, CMS), as well as, lead partnership efforts with external stakeholders including trade associations (PhRMA and BIO); Support the execution of successful public and private payer strategies including coverage, coding and payment policies for the current marketed and pipeline products; Develop policy positions in partnership with leadership from across the global organization.. In addition, the leader in this role will collaborate with internal cross-functional teams and Government Relations, Communications and Public Affairs as well as Advocacy. This person must work collaboratively across functions to ensure a comprehensive view and maintain strong collaborative relationships with key stakeholders. Qualifications A graduate degree (JD, MS, MPH, MPP, MBA, or MSc) is strongly preferred. Qualified candidates should have at least 10 years of healthcare experience with relevant policy experience at the federal level (examples include key government agencies such as HHS, CMS, CBO, OMB, or FDA; healthcare consulting firms; pharmaceutical, biotechnology, managed care or other healthcare industries; or patient, provider, or other relevant experience). Having payer or provider experience is a plus. Candidates should have an advanced understanding of federal and state regulatory processes, federal regulatory bodies that monitor and implement health programs, healthcare policy development and the administrative structure of funding sources for government agencies. An exceptional understanding of public payer coverage (Medicare, Medicaid and other public health programs), coding and payment policies is required. The incumbent should possess superior problem-solving, analytical and multi-tasking abilities, as well as excellent communications, presentation, collaboration and management skills. A solid understanding of public payer (Medicare, Medicaid, VA, DoD, and 340B programs) programs and policies is strongly preferred, including knowledge of Government price calculations and compliance regulations
