GS-12: You qualify for the GS-12 level (starting salary $81,548) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as: developing new methods and techniques to address novel or obscure problems for which guidelines or precedents are not substantially applicable; assisting in the detailed plans, goals, objectives, requirements and criteria for complex or high-value management processes and system.
National Service Experience (i.e., volunteer experience) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Knowledge of budget processes in order to oversee the development of policies and procedures.
- Knowledge of analytical software and evaluative methods used in program management.
- Ability to develop new approaches to identify workload factors, performance quality levels and determine accurate measurement techniques.
- Ability to use quantitative and qualitative techniques for training, operational missions and programs.
- Ability to review, advise and conduct analyses of organizational programs, systems and processes.
