Job Title: PUBLIC HEALTH PLANNING AND EDUCATION OFFICER Salary: $67,100.80 - $119,350.40 Annually
Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, (Sequoia Plaza) *ART Bus Accessible*, Virginia       The Public Health Planning and Education Officer provides professional leadership to the Planning and Education (PE) Unit of the Public Health Division (PHD) in the Department of Human Services (DHS) to ensure responsible stewardship in strategic planning, health education, and performance measure management in order to protect and/or advance the public's health. The PHD is responsible for addressing a wide range of public health problems and providing diverse public health services for the Arlington community including communicable disease control, environmental health inspection, family planning, well child care, maternity care, dental care, refugee screening and referral; public health laboratory services; and school health.

The Planning and Education Unit is responsible for the major planning and education functions of the Division, working collaboratively with the operating, fiscal and logistic sections of the Division. Planning activities includes creating, and/or modifying 1) standard operating procedures (SOP), 2) strategic planning (including short and long-range plans and grant writing and management), 3) emergency preparedness and response (EP&R) plans and procedures, including the Medical Reserve Corps, and 4) performance measures development and ongoing support. Education activities include training PHD staff based on created plans and community education and outreach, including community members and staff external to the PHD. The unit develops and implements criteria to evaluate plans, programs, and educational activities, supporting continuous quality improvement in the Division.

The Public Health Planning and Education Officer is responsible for overseeing, coordinating, developing, and integrating planning and education management in conjunction, collaboration, and conducted with the Division Chief, Assistant Division Chief, and the appropriate operational unit as the situation warrants. The employee's responsibilities include supervising 4 direct reports as well as contractors for various grants, creating and modifying 1) SOPs, 2) strategic planning (including short and long-range planning, and grant writing), and 3) EP&R plans and procedures, with plan associated education activities within and external to the Division.

The employee is expected to model the department's values of excellence, dignity, integrity, and accountability in performing the following duties:
  • Serves as the lead for the Division's planning activities to include plan implementation in compliance with all pertinent rules, regulations, standards, and initiatives.
  • Analysis and interpretation of community quantitative and qualitative data to support program initiatives
  • Oversees the Division's training and community education activities;
  • Staff management, including supervision, training, and staff development activities;
  • Financial management of the unit, including oversight of budget and expenditures;
  • Management of planning documents and education training materials;
  • Establish and maintain partnerships with County government, community based organizations, and regional, state, and federal partners in service of division objectives; and
  • Management of procurement and contracting for services as needed.
The Public Health Planning and Education Officer will be an integral member of both the division's management team and the department's extended management team and will therefore play a key role in guiding all staff in integrating PHD and DHS programs to meet customer needs. Ideal candidates will be able to establish and manage outcome based performance measures to guide unit operations and will have significant experience and understanding of the needs of PHD and DHS clients and the community.

 Selection Criteria: Minimum: A Bachelor's Degree in Public Health, Public Administration, Business Administration, or related field plus considerable (at least three years) of experience in public health and/or population health.  This experience should be providing leadership and direction in planning and education including delivering training and education with a federal, state, or local public health agency or similar organization.

Substitution: Relevant work experience may substitute for the degree requirement on a year-for year basis.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • A Master's Degree in Public Health, Public Administration, Business Administration, or related field is highly desirable;
  • Developing standard operating procedures, strategic plans, emergency preparedness and response plans;
  • Public health policy analysis, performance management and program evaluation; and
  • Coordinating projects involving various offices, programs, stakeholders and employees.

 Special Requirements: A successful applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours: 8:00 am to 5:00 pm, Monday to Friday; some evening and weekend work, may be required. The position is also part of the Public Health Duty Officer rotation.
