Capture and Proposal ManagerGenesis Consulting seeking a highly successful Capture Manager to lead growth of our Federal government service offerings of Enterprise IT solutions, Strategic and Advisory services, and Lean and Agile Coaching. The successful candidate will have experience in capturing Federal Civilian, Department of Defense and State and Local Government opportunities. Our team is a hands-on organization - so having the ability to collaborate and communicate across the organization is key to success.The Capture Manager is responsible for winning new business, re-compete contracts, or task order business in the public sector market. The Capture Manager has accountability to shape and win, managing all the activities necessary to transform qualified opportunities into competitive bids. The role is a hands-on, and the candidate must be capable of managing multiple captures (in various phases) simultaneously.The Capture Manager's responsibilities include: Developing, maintaining and executing capture strategies and detailed capture plans (including call plans) in accordance with Genesis corporate 'Win Plan'Assembling and managing a capture team, contacting prospective and existing clients and partners, communicating the organizations core capabilities, and establishing internal and external teaming arrangements, and providing senior leadership status reporting and support/participation in marketing events/symposiums as needed. Understand the opportunity's acquisition strategy, schedule, and realism, and develop productive relationships with agency leaders as well as mission and acquisition customersSupport Genesis Operations Managers and Account Managers as the lead for proposal plan development and executionDefine, identify and align capture resources and lead the capture team from Pursuit to Bid Decision, and coordinate activities with Account Managers, Senior Leadership, and Proposal Operations at key milestones in the life cycle Develop an overarching win strategy with executable shaping elements and document results in the capture planLead gap analyses, SWOT assessments, and strategy reviews for assigned capturesCo-lead technical solutioning sessions with solution architects and document the results Ensure competitive assessments are completed timely; identify subcontractors and suppliers and close teaming engagementsOversee development of price-to-win strategies and final pricingImplement the Shipley process (Populate, Validate, Update, and Implement) to develop concise and specific capture plans that provide benefit throughout the capture planning phase.Develops proposals, bids, quotations, or other documents describing organizational products and services in response to requests from prospective clients.Manages the development and production of proposals and oral presentations to include proposal teams from one to more than tenHelps develop and implement strategic proposal win themes and discriminatorsPrepares and manages proposal production schedule, to include coordinating final production, word processing, graphics, and copy services personnel. May be required to do desktop publishing on small and short-turn proposals, and as the workload requiresManages personnel and teams in the development of proposals and oral presentations for new and recompeted contractsAnalyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirementsPrepares the proposal schedule, sets up and leads conference calls and meetings, and plans and coordinates required resources for writing and development of the proposal deliverableLeads effective, results driven, kick-off, status, strategy, and review meetings in coordination with the business development teamThe candidate must manage relationships with customers, partners, and staff in the overall solution development and also (with Subject Matter Expertise support) lead the development of technical and cost/price solutions.The successful candidate will have a working knowledge of US Government contracting, contract types, pricing and procurement processes and decision making.The Capture Manager may also support various new business campaign strategies, as well as new business and opportunity development as assigned.Our ideal candidate:APMP Certification preferred and experience with the Shipley process.Bachelor's degree from an accredited college or university in Business, Communications, English, Journalism or related major with relevant experience preferred, or equivalent experience in a similar position.5-7 years of experience required in government (federal, state, and local) proposal management and proposal development, and the direct management of proposal operational organizationsExperience supporting capture efforts within the Federal Civilian or DOD government agencies.Demonstrated skills in all areas of capture including: opportunity qualification, capture strategy, customer visits, customer relationship development, relationship development with competition, team leadership, etc.Expert in Microsoft Office software and SharePointExcellent organizational skills and ability to work under the pressure of multiple deadlinesExcellent command of English grammar, spelling, and composition as well as writing, editing, oral communication, and interpersonal skillsExperience leading and facilitating status calls, color reviews, briefings, and related meetingsExcellent written and verbal communication skills and outstanding interpersonal skills.Flexibility in working with a dynamic environment in a growing company.Experience working captures in a large organization with a formal gate review processWorking knowledge of US Government contracting, contract types and procurement processes.Strong reasoning and communications skills, both oral and written.Experience in program management, project management.Ability to meet schedule and budgets skills.Genesis Consulting is an Equal Opportunity Employer.Genesis Consulting provides equal employment opportunities to all qualified applicants without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, protected veteran status or disabled status.
