DESCRIPTION Under the direction of the Chief of Human Resources and Leadership Development Officer, the Executive Director of Human Resources develops, coordinates, and implements a strategic plan for the Office of Human Resources, aligned to the Superintendent's Strategic Call to Action. This position provides leadership and supervision for personnel responsible for the recruitment of teachers, support professionals, substitutes, and temporary employees. The Executive Director oversees and provides guidance for the staffing of schools and certification. This position promotes and ensures equitable practices in the selection and promotion of employees. ESSENTIAL JOB FUNCTIONS * Possess thorough knowledge of local, state, and federal laws and regulations related to human resources operations and related areas. * Manage recruitment efforts to obtain highly qualified candidates for vacancies and staffing needs, and provide leadership in establishing and maintaining a system of fair and defensible hiring practices. * Oversee the development and implementation of recruiting and hiring strategies and initiatives to support the Superintendent's Strategic Call to Action. * Oversee the evaluation and assessment of all operations within the Office of Human Resources, and facilitate the development and implementation of a chain management program to enhance services. * Supervise staff certification and licensure operations. * Provide a system to act on requests from staff to take coursework to satisfy certification and licensure requirements and receive tuition reimbursement. * Provide leadership with administering retirement and leave of absence services, and other related HCPSS benefit information. * Supervise data collection and reporting, including public information requests. * Manage human resources classification and compensation, and facilitate the ongoing review of bargaining unit placement for new and existing positions. * Provide oversight of the monitoring of position control and work collaboratively other HCPSS departments to support budget and instructional alignment. * Serve as, or designate, a chairperson of all committees convened to interview applicants for administrative and supervisory positions. * Supervise the implementation of all personnel actions including, but not limited to employee transfers, promotions, and terminations, and oversee the development of the monthly Board of Education Personnel Report. * Oversee the development and implementation of the annual Office of Human Resources' budget. * Supervise the development and implementation of new employee onboarding. * Oversee human capital data collection and reporting, including the Human Resources Annual Report. * Supervise exit interview data collection and reporting. * Develop and implement human capital metrics applicable to measuring operational success and develop and implement continuous improvement initiatives. * Assist in coordinating the implementation, development, and evaluation of the Workday Human Capital Management System. * In consultation with legal counsel, respond to complaints of discrimination issued by the US Equal Employment Opportunity Commission (EEOC), the Maryland Commission on Civil Rights (MCCR), or the employee/applicant. * Supervise and evaluate Office of Human Resources personnel. * Attend Board of Education and Cabinet meetings as necessary. * Represent the Chief of Human Resources and Leadership Development Officer in meetings as necessary. * Serve as a member of the Board of Education negotiation team and as the human resources representative for the employee sick bank appeal process. Participate in contract negotiations. * Serve as a member of the Benefits Advisory Committee. QUALIFICATIONS Applicants must meet all of the following qualifications listed below to be considered for the vacancy. Use the application, letter of introduction, and resume to specifically address each qualification. * Have a Master's degree in Education, Curriculum and Instruction, Administration and Supervision, Human Resources, or a related field. * Hold, or be eligible for, a valid Maryland Advanced Professional Certificate with Administrator I endorsement. * Have five years of successful K-12 experience in teaching, educational administration, or human resources administration. * Demonstrated leadership skills and experience within a K-12 setting. * Demonstrated effectiveness and experience in oral and written communication, presentation and training (for adults), and computer technology within a K-12 setting. * Excellent organization and time management skills. * Demonstrated long-range planning and project management experience. * Exemplary human relations skills. PREFERRED QUALIFICATIONS * Accreditation by the Society for Human Resource Management (SHRM). * Proficiency with computer technology, including Google Docs and Microsoft Excel. SALARY This is a 12-month position on the Administrative Management and Technical Salary Scale, Grade 30. The salary range is currently is $112,498 - $203,116. Salary will be determined by actual relevant experience and in conjunction with salary procedures of the Howard County Public School System. Under the Fair Labor Standards Act, this position is exempt from overtime.
