Job Description

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Computer Science or related field with business analysis and information system/technology work and a minimum of six (6) years of experience in business analysis and process design in Procure-to-Pay application systems; analysis and development of automated procurement systems.  Must have proven proficiency and experience with Oracle PeopleSoft Financials and Supply Chain Management application modules version 9.1 or higher.  Must have experience in SQL (database query scripting) tools and a strong knowledge of data modeling.  

Or, an equivalent combination of post high school education in the area of business analysis and information system/technology work, and a minimum of ten (10) years of experience in business analysis and process design in Procure-to-Pay application systems; analysis and development of automated procurement systems.  Must have proven proficiency and experience with Oracle PeopleSoft Financials and Supply Chain Management application modules version 9.1 or higher.  Must have experience in SQL (database query scripting) tools and a strong knowledge of data modeling.

Job Summary/Duties:

This is a responsible, highly technical, analytical, confidential, professional level application software and business functional analytical position in the Office of Procurement and Materials (PRMT).  This position is responsible for business process analysis, process definition and changes to procure--to-pay functions. The incumbent will liaison with the information technology team for the Authority-wide applications that impact PRMT internal and external users, for both technical and business functional issues. The incumbent will serve as a subject matter expert in these areas.  This work involves the extensive use of PeopleSoft Financial System application modules, PeopleSoft HCM system, PeopleSoft EPM system, PS Query, as well as interfaces from Maximo.  The incumbent must be able to design, code and develop, document, maintain, troubleshoot, monitor and debug application software.  This position provides analytical support for a variety of professional functions related to the development and administration of PRMT programs and services. The incumbent in this position provides data analysis and system support for all administrative activities of PRMT's human resources requirements and management activities. The incumbent in this position will be responsible for reviewing and approving PRMT requisitions and creating receipts using PeopleSoft Financials system; assists PRMT management to prepare and monitor PRMT’s annual budget.

Serves as functional system support analyst in assisting PRMT management for all administrative activities related to PRMT staff management; human resources/personnel and annual budget using PeopleSoft HR, EPM and Financial applications.

Serves as functional support analyst for direct and integrated procurement automated systems.

Serves as a subject matter expert on Procure-to-Pay process.

Serves as project lead on PRMT projects.  Provides coordination and monitoring of major system development or enhancement/replacement projects.  Prepares project status and progress reports.

Tests new processes and applications in both production and non-production environments.

Performs a variety of complex and independent activities involved in the collection, analysis, documentation and interpretation of procurement contract management information.

Provides process analysis and change recommendations.

Gathers business requirements and develops functional requirement documents.

Coordinates with integrated applications, including Accounts Payable, Commitment Control, Project Costing, Inventory and Maximo.

Interacts regularly with end users, engaging in troubleshooting, and provides continuous improvements to all aspects of design and processes.

Serves as a liaison between procurement and IT to implement new/redefined business processes, impacting Procure-to-Pay process.

Serves as a functional point of contact for procurement in clarifying user questions and requests.

Serves as a liaison between procurement and IT for required fixes and patches to the PTP (Procure-to-Pay) applications for data and application related issues.

Conducts ad-hoc training to procurement application users on various software applications.

Troubleshoots production level issues related to procurement applications and security access for all PRMT users.

Performs data analysis and generates monthly reports for PRMT using SQL tools and MS Excel.

Performs database design, and produces large scale logical and physical database designs.  The Oracle SOL7 design must include entity-relation models, normalization, conceptual data models and physical design.

Serves as Level 1 Approver for all PRMT office purchase requisitions. Ensures budgetary compliance and approval process is followed.

Performs code review and user acceptance testing for all PRMT application system changes implemented by IT team.
