    Minimum Qualification Requirements:

    To qualify for this position you must meet the Specialized Experience defined below.  

    Specialized Experience
    To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) serving as the lead or senior management official where you have directed Workforce operations; (2) analyzing policy and issues related to HR and workforce management that effect the key agency programs; (3) directing administrative programs which involves the development of an organization, administrative policies, and operations; (4) oversight for planning, monitoring, and allocation of organizational resources for respective program operations; (5) developing and instituting managerial approaches and processes for effectively managing an organizations financial, human, and material resources; and (6) providing advice to senior-level management on major agency projects and initiatives.

    Note: Applicants must meet all 6 specialized experience statements in order to qualify.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

    Leadership and Supervision: Ability to supervise and motivate a diverse and geographically dispersed workforce.

    Written Communication: Skill in written communication in order to communicate with Departmental, and outside key stakeholders as a representative of the Bureau and the Department on a variety of issues.

    Oral Communication: Skill in oral communication in order to coordinate and execute division and bureau objectives and maintain contact with counterparts.

    Human Resources Management: Skill in Human Resources Management functions and systems to include labor law, recruitment, development, promotion, recognition, employee relations, and other career development and employment lifecycle activities.

    Program and Project Management: Senior-level knowledge and experience with planning, directing, and leading a comprehensive program, including managing HR functions and systems. Mastery of the principles, concepts, laws   and regulations pertaining to strategic administrative and program management.
