    Applicant must have at least one year of specialized experience equivalent to at least the GS-14 level in the Federal service performing of a wide range of managing a budget, qualitative and/or quantitative methods to assess and improve program effectiveness, improve complex management processes and systems, and to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations; and/or work that required a general knowledge of claims regulations.

    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES, or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.

    • Knowledge and mastery of admiralty and maritime law, environmental law, contract law, and ethics standards.
    • Knowledge and mastery of the NPFC's missions and functions.
    • Knowledge and mastery of OPA, including the claim provisions, and the technical and legal requirements of the Oil Spill Liability Trust Fund (OSLTF).
    • Knowledge and mastery of OPA damage claims adjudication, including the assessment and weighing of evidence, both testimonial and physical.
    • Skill and mastery in drafting policy and procedure documents and making logical and insightful decisions.
