WMATA has an outstanding opportunity for an experienced Project Manager interested in leading a team of subject matter experts on a variety of projects in our Bus Division. Graduation from an accredited college or university with a Bachelor's Degree in an Engineering discipline field. Minimum of eight (8) years demonstrated successful experience in overall technical project management within a large engineering and/or construction project. Thorough knowledge or demonstrated ability to rapidly obtain knowledge of the engineering requirements, program policies and procedures by which the Authority is governed. Knowledge of engineering contract management and administration within a related engineering discipline, and registration as a professional engineer are required.
Or an equivalent combination of post-high school education and a minimum of eleven (11) years of progressively responsible experience in overall technical management within a large engineering and/or construction project. Thorough knowledge or demonstrated ability to rapidly obtain knowledge of the engineering requirements, program policies and procedures by which the Authority is governed. Knowledge of construction and/or engineering contract management and administration, and registration as a professional engineer are required.
Registration as a Professional Engineer is required.
Exception - If a project is not in the design phase the PE requirement will be waived. The design phase is defined as that stage of a project when a majority of the program is undergoing detailed design development.

This is a project management, administrative and supervisory position requiring the effective and efficient overall project management of one primary assigned project/ program (i.e. Alexandria Program). Incumbent in this class serves as overall Project Manager with focus on one specific area of assigned projects and is responsible for ensuring it is completed within budget and on schedule. Incumbent responsibilities include overseeing, managing, and coordinating the development of the assigned project/program from conceptualization to final acceptance, including planning, design, systems engineering, procurement, construction,contract close-outs, property acquisition and/or systems testing included in the contracts. Incumbent coordinates the needs of the various offices, resolving conflicts that impact on project schedule and costs; makes decisions and recommendations that are recognized as authoritative and have a far-reaching impact on the overall development and completion of the assigned projects; initiates and maintains extensive contacts with key personnel and officials of other organizations within and outside the Authority; and negotiates critical and controversial issues with other top level engineers and offices of other organizations, companies and representatives of State, Local, and Federal Governments. Incumbent must demonstrate a high degree of creativity, foresight and mature judgment in planning, organizing, coordinating and solving unprecedented and construction problems. Incumbent determines project needs and requirements, develops procedures and guides all engineering and/or construction activities to meet project deadlines. Incumbent is responsible for leading, directing, his/her diverse staff and for the selection of personnel to ensure the highest level of staff competency in carrying out the Authority's related engineering program.
Prepares and recommends for approval project schedules, estimates and budgets that are complete, realistic, and fully meet project goals and is responsible for adhering strictly to the approved project schedules and budgets.
Secures commitment from affected Authority departments on contract documents, budget, and schedule.
Arranges for project management coordination and controls consistent with both project and operational needs.
Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
Assigns detailed work tasks to be completed by the staff members.
Oversees phase coordination activities to establish schedule priorities, access requirements and allocation of work areas for each contract affected while minimizing fiscal impacts by exercising maximum control and assuring that the work is performed in a safe manner to meet the scheduled completion date.
Conducts project status meetings with staff. Results of the meetings are recorded and summary transmitted to the AGM; Office Director, Contracting Officer, and other Department and Office Directors for appropriate action.
Conducts project status briefings for Authority Officers; the General Manager; WMATA Board Members; Federal, State, Local Government Offices; and Local Civic Organizations as required.
Reviews and comments on the Project Scope to ensure that program needs, schedule and are adhered to: coordination occurs various departments and of the project; and project elements are cost effective.
Coordinates all major events on the project by assisting various offices to solve mutually dependent items, calling conferences when necessary and chairing meetings.
Assists supporting offices in obtaining major approvals and agreements from city, state, and D.C. jurisdictions including Federal agencies to assure project schedules and goals are met.
Conducts research and prepares recommendations for complex project management, engineering and construction problems.
Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program's front office (ELT member) as required."
Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
