Under general supervision, the purpose of the position is to provide complete and functional capital projects in conjunction with the Project and Program Management staff. Position is responsible for supervising, directing and evaluating assigned staff; directing and overseeing the execution of program activities; organizing and directing program initiatives; managing projects; consultant management; planning; fiscal control; inspections; plan/design reviews; construction management; and reviewing and analyzing departmental activities and operations.



  • Organizes and directs program initiatives; reviews program efforts and objectives; identifies task requirements and provides guidance to subordinates in the process of accomplishing program goals
  • Manages projects and provides supervision to project coordinators, including orientation of project specifications to meet customer needs within the acceptable range of available technological resources and industry standards
  • Analyzes program activities, ensuring program performance is efficient and cost effective, as well as providing a full service return to the department, other departments and the town’s citizens
  • Manages all phases, from concept and development through construction and close-out, of capital projects; establishes basis for design; identifies customer requirements and defines project parameters, scope and preliminary costs
  • Supervises and prepares contract and technical documentation for construction projects; administers construction contracts; prepares construction bid packages, including development of technical specifications; conducts pre-construction conferences; manages all construction documentation, such as submittal review, Requests For Information (RFI) and Proposed Change Orders (PCO); prepares statements for public release; responds to citizen complaints and concerns regarding construction activities in town
  • Responsible for financial management and record-keeping of all program and project activities; grant applications and grant program management, both technical and financial
  • Directs and oversees execution of program activities, including compliance with local, state and federal ordinances, laws and regulations
  • Develops requests for proposals with selection criteria for consultant services procurement; reviews consultant qualifications for selection process and ranks against selection criteria; prepares questions and participates in consultant selection panel interviews; provides recommendations for consultant selection; negotiates consultant fees; reviews specific consultant contract scope of work; maintains consultant database and files; reviews consultant deliverables for technical merit and contract compliance; prepares and negotiates consultant contract change orders; coordinates consultant efforts with affected town departments and agencies, utilities and contractors
  • Manages land acquisition activities necessary for completion of town projects, including appraisal review, plat and deed preparation, and negotiations for land acquisition or easement acquisition
  • Administers program and project management section’s operating budget and Capital Improvement Program budget; recommends budget revision during annual process; procures goods and services; creates purchase order requisitions; reviews and approves payment requests from contractors and consultants; prepares cost estimates for improvements; prepares applications for reimbursements on eligible grants, Virginia Department of Transportation (VDOT) highway or other funding sources
  • Performs related work as required


  • Bachelor’s degree in architecture, engineering, building construction or closely related field
  • Six or more years’ previous experience and/or training that includes comprehensive skills in coordinating, constructing and managing capital projects, program management, design and planning
  • Possession of a valid driver’s license with acceptable driving record
