QUALIFICATION REQUIREMENTS FOR GS-12: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience would typically include but are not limited to:
-Researching and/or analyzing personnel procedures, guidelines regulations and policy reference materials and developing recommendations and solutions to resolve complex recruitment/placement issues.
-Performing end-to-end (i.e., cradle-to-grave) recruitment/placement functions for positions in the federal service governed by Title 5, Title 38, or Title 38 Hybrid positions.
-Creating and posting job vacancy announcements through USA Staffing.
-Determining applicant eligibility and making decisions regarding basic and/or minimum qualifications.
-Issuing merit promotion referral certificates.
-Setting pay for various personnel actions (i.e., promotions, demotions, new employees, etc.), to include Title 38/H PSBs.
-Adjudicating Veteran's preference.
-Conducting job analyses and developing assessment tools for job announcements.
-Advising management on recruitment strategies to aid in strategic recruitment planning.
-Using a variety of human resources related software programs/applications to process a variety of personnel actions (i.e., reassignments, change to lower grade, promotions, etc.).
PREFERRED EXPERIENCE: Highly desirable applicants should possess HR technical expertise processing Title 5, Title 38, and Title 38 Hybrid HR actions. Preferred applicants will have extensive experience with a focus on recruitment/placement, setting pay, processing board actions and serving in an advisory role during the boarding process for Title 38 and Title 38 Hybrid positions.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Physical Demands/Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
