Position will support the Community Services Board (CSB), the largest publicly funded behavioral health and developmental disability agency within the Commonwealth of Virginia on public policy/legislative matters. Must have advanced knowledge of state and local legislative issues and actions concerning behavioral health and developmental disability services field. Works in close partnership with the 16-member publicly appointed CSB Board as well as County Legislative Office. Conducts research and analysis to determine the impact state bills may have on the delivery of clinical services, administrative/business operations, and finances, in consultation with the CSB Finance Manager. Will coordinate responses to inquiries regarding proposed and final bills that impact the agency as well as the County. Serves as staff to the CSB Board legislative committee and will draft public testimony for delivery by the CSB Board.

Essential skills and abilities (though not exhaustive):
  • Critical research and analytical experience in the context of legislation impacting a health care agency
  • A strong writer and presenter able to clearly frame issues for a variety of audiences
  • A skilled project manager, able to independently manage competing priorities and adhere to timelines
  • Ability to assess political situations and synthesize information quickly
Note: Schedule will be up to 30 hours per week, with some evening availability needed. This position may not exceed 1560 hours per calendar year, eligible for limited employee benefits (including medical, vision and dental insurance coverage) and participation in flexible spending programs, but not eligible to earn leave or receive holiday pay.

Employment Standards MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area such as human resources, budgeting and financial management, contract administration and business management, business administration, public administration, mathematics, statistics or related field.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
Masters degree in a health related field, public administration, public policy, or communication. Five years experience serving in public policy/legislative affairs role within a health care entity.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to satisfactorily complete a criminal background check, credit check, Child Protective Services Registry check, and driving record check to the satisfaction of the employer. Ability to communicate clearly and concisely, both orally and in writing.

PHYSICAL REQUIREMENTS:
Must be able to travel throughout the county for CSB meetings, program reviews and other trainings as appropriate. Must be able to stand, sit, and walk as needed to perform core job functions. Must be able to lift up to 25 pounds. Must be able to attend meetings after dark. All duties performed with or without reasonable accommodations.
