1. Advanced degree or equivalent professional experience or a combination of education and experience in business, public administration, law or other field relevant to grant and contract award and administration.
2. Substantial knowledge and skill involving understanding and implementing policies, regulations, and procedures, related to federal procurement and financial assistance awards.
3. Demonstrated ability in relating to and interfacing with senior-level executive, technical, and business staff engaged in supporting agency award actions, as well as Office of Inspector General staff, auditors and investigators.
4. Knowledge of a wide variety of policy and budgetary issues affecting the vitality of the scientific/engineering enterprise and the funding of research.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/EMs); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is required.
