Responsible for leading the Fairfax County Wastewater Collection Division's (WCD) Capital Improvement Program (CIP): capital planning and implementation of rehabilitation projects including gravity sewers and structures, pumping and conveyance systems. Requires a broad range of experience and expertise in wastewater collection system planning, design, construction and operation; preparation and review of wastewater technical documents and specification; and the utilization of asset modeling and computerized maintenance management system for asset planning, condition assessment, prioritization and rehabilitation. Requires deep knowledge of planning and design of pumping stations and conveyance system. Requires the ability to direct and manage WCD in-house capital projects including planning, design and construction of small to complex pump stations, force main, gravity sewer rehabilitation and replacement, general collection system study and assessment. Coordinates all aspects of WCD CIP projects design and construction work from initial scope development to construction close-out in coordination with Capital Facilities. Serve as WCD's engineering technical lead and expert ensuring that wastewater operational needs are incorporated during CIP project planning, design, review, value engineering, construction, and project field inspection. Oversees the WCD rehabilitation of small diameter pipeline and manholes program, embedded within the CIP group. Supervises both professional engineers and technician positions. Provides technical direction and guidance to WCD engineers and project managers on engineering design standards, regulatory requirements, procurement, contracting and best practices. Serve as the lead technical liaison with maintenance supervisors in WCD's maintenance branches. Provides continuing education opportunities by leading and coordinating engineering training, seminars, and workshops for agency engineers.

Emergency Service Personnel: Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position may be designated as emergency service personnel at any time by the Department of Public Works and Environmental Services (DPWES) Director or Division Director. As such, this position is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties. You must make every reasonable effort to be accessible for communication. During unscheduled leave or administrative leave declarations by the County Executive, emergency service personnel are required to report for work. Failure to do so may result in disciplinary action.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; PLUS five years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS:
Bachelor's degree with major course work in civil or electrical or environmental or mechanical engineering or related field plus five years of progressively responsible project design, management and supervisory experience in the water, wastewater treatment or wastewater pumping and collection field. Outstanding oral and written communications skills. Hands-on experience in planning, budgeting, design, construction, project management, and contract administration of a complex wastewater pumping and or collection projects. Thorough understanding and knowledge of wastewater pumping and conveyance system processes, design, and operations. Detailed knowledge of local, state, and federal environmental regulations. Demonstrated expertise in managing multiple capital and special projects concurrently, while supervising engineering and technical staff. Experience in conducting in-house/public meetings on capital project. Experience with Microsoft Office software (Word, Excel and PowerPoint). Advanced information technology skills including asset modeling, computerized maintenance management systems, GIS, and construction management software. Must be highly motivated; possess the skills necessary to work in a fast-paced office/field collaborative team environment; and be oriented toward providing outstanding customer service to project stakeholders.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's is required. Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.
