Arlington County's Department of Community Planning, Housing and Development (CPHD) is seeking a Zoning Plan Reviewer to join our Zoning Division which is responsible for the interpretation, enforcement, and administration of the Zoning Ordinance, as well as providing technical assistance to citizens and the development community. The successful candidate will coordinate with the Inspection Services Division as well as other County agencies to ensure that all information has been supplied and shared with reviewing and approval agencies. The candidate will provide advice and responses to inquiries from prospective applicants and citizens requesting information.

Specific duties/responsibilities include:
  • Reviewing and getting approval for building permits associated with simple and complex by-right developments, including single family dwellings, town house projects, and commercial developments (this includes electronic and hard copy plan review);
  • Reviewing and getting approval for preliminary subdivision plats following verification of compliance with the Zoning Ordinance;
  • Conducting regular field checks of site plan, use permit, or variance projects under construction to verify compliance with conditions and proffers;
  • Attending Plan Review Work Group, other work groups, and construction/developer meetings, and preparing reports/comments;
  • Reviewing wall-check plats of projects under construction, verifying their compliance against the original approved plans, and notifying builders and inspectors if a problem exists;
  • Attending monthly meetings for review of pending certificate of occupancy applications and to review their submittal for completeness and possible zoning violations; and
  • Briefing Zoning Enforcement inspectors on site plan, use permit, and Form-Based Code conditions relative to the inspection of projects.

 Selection Criteria: Minimum: High school or vocational school diploma, a GED certificate or the equivalent, plus extensive para-professional engineering experience that included using and understanding land development terminology; and/or applying land use planning and/or zoning practices, policy, and procedures.

Substitution: Additional qualifying experience may substitute for up to two years of the education requirement on a year for year basis. Completion of college courses in engineering, engineering associate, or a directly related field may be substituted for some of the experience on a year-for-year basis.

  • Experience in architectural/engineering plan examination;
  • Background in zoning ordinance implementation;
  • Experience in construction site plan condition compliance or surveying; and/or
  • Experience in negotiation and conflict resolution.

 Special Requirements: The applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours: This is a 40 hour a week position, with flexible work hours generally between 8:00 am and 5:00 pm Monday through Friday.
