Job Title: TRADES MANAGER/LEADER (WATER DISTRIBUTION) Closing Date/Time: Thu. 05/31/18 11:59 PM Eastern Time Salary: $46,300.80 - $87,505.60 Annually
Job Type: Full-Time Location: Water/Sewer/Streets Division - 4200 S. 28th Street, Arlington, Virginia       Arlington County's Department of Environmental Services is looking for an experienced individual to lead Water Distribution staff to perform work tasks related to the operation, maintenance, replacement, repairs, and new installations of water supply, pumping and distribution system. Work includes water system inspections, preventive maintenance programs, pressure regulating valves, performing customer service and dispatching, as well as snow removal support/assistance.

Specific duties include:
  • Planning, developing, managing and operating the water distribution system;
  • Understanding and communicating data logged from supervisory control and data acquisition (SCADA) waterworks facilities;
  • Scheduling crew work and providing training and monitoring employees in the use of a variety of specialized equipment, technical procedures, and safety methods in order to ensure that the crew is able to complete all work safely while following applicable County regulations, laws and accident prevention measures;
  • Overseeing work of field staff to verify accuracy of data and providing other services associated with a residential and commercial water systems such as termination and activation of service;
  • Ensuring that supplies, tools, materials and equipment are available for the job;
  • Performing administrative functions such as time entry and verification, and completion of activity, personal injury, accident, and vehicle reports;
  • Resolving on-site and remote site issues as they arise and coordinating with engineering and technical staff in troubleshooting system operations and planning and supporting work efforts;
  • Responding and mobilizing the team in emergency situations, including communicating with appropriate staff;
  • Interacting with citizens, contractors, Miss Utility locators, engineers and surveyors; and
  • Collaborating with County staff working during the night shift.

 Selection Criteria: Minimum: High School Diploma or GED, plus considerable trades work experience that included preventive maintenance of water systems or operations of distribution systems, and experience using computer maintenance management and/or SCADA software systems and including some responsibility for providing guidance, team coordination, or other similar level leadership work.

Desirable: Preference may be given to candidates with possession of a valid Class V Waterworks Operator License from the Commonwealth of Virginia and/or experience in one or more of the following:
  • Supervising or leading water operations teams;
  • Daily maintenance and operation of water distribution systems; and/or
  • Installation and repair of: fire hydrants, meter box(es), valve exercising and new service processes.

 Special Requirements: 1) The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

2) Requires learning and following all safety rules and regulations pertaining to job functions which include attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

3) Work is performed in a combination of office and outdoors environments. Outdoor conditions may include all types of weather, moving traffic, exposure to drafts, noise, dust, grease, and dirt with extended periods of standing, walking, bending, crouching, and lifting light to very heavy objects and equipment.
 Additional Information: Work hours: 6:30 a.m. to 3:00 p.m. Employee may be required to work other shifts and overtime as needed and in emergency call-back situations.
