Job Title: CONSTRUCTION INSPECTION SUPERVISOR Closing Date/Time: Thu. 05/31/18 11:59 PM Eastern Time Salary: $67,766.40 - $103,500.80 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington, Virginia 22201, Virginia       The Department of Environmental Services is seeking a construction inspection supervisor to manage a team of construction inspectors who are responsible for inspecting the construction of infrastructure in the public right-of-way, enforcing storm water management, grading, water quality, erosion, and sediment control regulations, and inspecting and enforce the proper application of right-of-way use permits issued by the County. This supervisory position primarily is responsible for planning, directing, and coordinating the work and staff of the construction inspection unit and ensuring work is completed in a safe and compliant manner. The position is in the Development Services Bureau, Transportation Division and reports to the Bureau Chief of Development Services.

Specific duties include:
  • Setting priorities, developing work procedures and standards, and determining workforce needs to ensure successful completion of projects;
  • Providing technical oversight, guidance, and mentoring to team members regarding problems or complex issues associated with site inspections;
  • Reviewing construction plans to ensure enforcement of Federal, State, and County stormwater management regulations and ordinances, and reviewing technical specifications by identifying design concerns and deficiencies;
  • Coordinating inspection work with home owners, utilities, developers, contractors, and other internal and external agencies;
  • Serving as a mediator for the resolution of issues that may arise during the inspection process including those arising from initiating "stop work" orders;
  • Handling complex or contentious complaints and inquires from the general public including contractors and developers;
  • Developing the skillset of team members by identifying areas for additional training and development; and
  • Maintaining positive liaison relationships with VDOT, external agencies, utility companies, and contractors that relate to construction and stormwater inspections.

 Selection Criteria: Minimum: Bachelor's Degree in Civil Engineering, Construction Management, or a related field, plus progressively responsible experience inspecting or administering construction activities related to site and infrastructure development.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

Desirable: Preference may be given to candidates with one or more of the following:
  • Experience interpreting development code requirements and construction standards for public construction projections;
  • Experience applying Federal, State, or local stormwater management regulations including ADA guidelines and erosion and sediment regulations to construction projects;
  • Experience performing problem or conflict resolution with multiple parties and stakeholders who have competing interests; and
  • Commonwealth of Virginia Stormwater Management Inspector or Virginia Erosion and Sediment Control Inspector certifications.

 Special Requirements: Must obtain Commonwealth of Virginia Erosion and Sediment Control Inspector Certification and Stormwater Management Inspector Certification within six months of hire date.

The applicant must possess a valid motor vehicle operator's license from the applicant's place of residence. If the applicant possesses a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours: 7:30 a.m. to 4:00 p.m., Monday through Friday.
