MAJOR RESPONSIBILITIES:Four to Six responsibilities will be defined for a Role Family and will apply consistently across all roles within a Role Family. They are not to be modified. 1. Strategic Partnerships and Planning* Coordinate and drive business relationships with key internal partners and significant external partners* Collaborate with partners to align priorities, determine shared success metrics, surface new opportunities, mitigate issues and add value through insights* Champion ISD advocacy within the businesses/functions/partners and business advocacy within the ISD function* Understand organization's long term direction (business plan) and formulate strategies with partners centered on the strategic direction* Establish working relationships with peer Relationship Managers to understand short and long term strategic direction of our business partners and to share best practices2. Account Management* Drive partner satisfaction by learning and understanding partner needs, providing responsive service to issues, integrating partners into ISD processes and building relationships with key stakeholders* Ensure mutually agreed-upon service levels exist for all processes and services provided by ISD* Develop relationships with key stakeholders within the partner organization; ensures continuous two-way feedback to enhance quality of service* Serve as advocate, on an on-going basis, for both the partner and ISD, to ensure IT services are being provided and customer expectations are being met3. Financial Management* Develop and provide input into the Annual Financial Plan* Maintain annual budget* Ensures compliance strict confidentiality policies and procedures for sensitive financial data4. Communication* Presents consistent, concise, relevant, reliable and timely information to all appropriate internal and external audiences/stakeholders through a variety of media* Ensures accuracy of information to enable effective business decisionsFrame message in line with audience experience, background, and expectations; uses terms, examples, and analogies that are meaningful to the audience* Seek input from audience; confirms understanding; presents message in different ways to enhance understanding5. Request for Proposal (RFP) Process* Assume responsibility and oversight of large and complex purchases involving use of Requests for Proposals* Assist departments with specification development, drafts RFP, serves on evaluation committee and obtains appropriate approvals.* Lead development and ongoing management of a competitive RFP process that is standardized with consistent language and evaluation criteria, and incorporates the SDLC process. 6. Contract Management* Collaborate with Procurement to author contract documents, service level agreements and statements of work.* Evaluate contracts, service level agreements and statements of work to ensure compliance with Navy Federal standards and policies, including security, application development, data and enterprise architecture standards, and SDLC* Ensure vendor provided services support business objectives* Engage Procurement, General Counsel, and Human Resources in managing vendors and contracts, purchase orders, statements of work, and key performance indicators* Coordinate with Procurement to negotiate agreements to achieve desired financial terms and conditions, and ensure vendor provided services support business objectives.* Partners with Procurement to manage vendors' contracts; proactively addresses and resolves issues/events not covered within contract * Strive to gain competitive advantage against other organizations in the same line of business7. Vendor Relationship and Performance Management* Establish and manage relationships with qualified vendors to support current and future business needs* Negotiate Service Level Agreements with relevant metrics (turnover, candidate productivity, etc.)* Manage vendor(s) by developing expectations, measuring performance, and building a strong business partnership* Conduct periodic performance review meetings with vendors; establish vendor improvement plan (when necessary)* Work with internal stakeholders, technical teams, project managers, and the business to provide value through vendor services* Provide quarterly feedback on vendor/ staff performance* Serve as the organization's point of contact for vendor related matters8. Vendor Portfolio Management* Manage and facilitate the process for identifying, prioritizing, selecting and optimizing ISD vendors to support the corporate business strategy* Develops risk assessments of new and existing vendors, and develops strategies and procedures to minimize risk* Maintain vendor profiles* Provide vendor portfolio dashboards, scorecards and reports; create documents/materials for vendor portfolio reviews* Review existing vendor management policies and procedures; augment with industry best practices, as necessary* Develop governance standards to ensure compliance with established service and performance level standards9. Performs other related duties as assigned.QUALIFICATIONS - KNOWLEDGE, SKILLS, AND ABILITIES:Required:* Bachelor's Degree in a related field, or the equivalent combination of education, training, and experience* Thorough understanding of business strategies, developments in emerging technology, and ability to translate business needs into IS opportunities (people, process, information & technology)* Ability to consistently exercise discretion and independent judgment.* Ability to manage multiple projects, resolve conflicting requests, meet changing requirements and priorities, and meet deadlines and budgets* Demonstrated experience linking initiatives with IT and corporate strategic plans* Effective presentation skills* Strong facilitation skills including influencing, facilitation, and partnering skills* Portfolio, SDLC and ITIL/ITSM processes and frameworks* Well versed in key contract terminology with a clear understanding of their inter-relationships* Demonstrated vendor management experience* Demonstrated experience in establishing, negotiating and enforcing vendor contracts and service level agreements* Experience in developing, implementing and managing a formalized process of selecting, monitoring and auditing vendors.* Experience preparing and reviewing RFPs, RFIs, SOWs* Ability to prioritize and multi-task in a fast-paced ever changing environmentDesired:* Knowledge of NFCU operations, processes and procedures* Understanding of ITIL concepts and/or certification in ITIL* Project Management experience or PMP certificationHours:Monday-Friday, 8:00am-4:30pm Equal Employment Opportunity Navy Federal values, celebrates, and enacts diversity in the workplace.
