Basic Education Requirement: You must meet one of the items listed below (A or B):
A. Have a degree from an accredited college or university in accounting or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours' credit in business law. Or,
B. Have a combination of education and experience that included at least 4 years of experience in accounting or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. In addition, you must have one of the following: 1) 24 semester hours in accounting or auditing courses; 2) Certified Public Accountant or a Certified Internal Auditor certification (from written exam); or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours but that does not fully satisfy the 24-semester-hour requirements of A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the you have demonstrated a good knowledge of accounting and of related and underlying fields that equals a breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in A; and (c) except for literal nonconformance to the requirements of 24 semester hours in accounting, your education, training and experience fully meet the specified requirements.
Minimum Qualifications - GS-09: You must meet one of the items listed below (A, B, or C):
A. At least one year of specialized experience equivalent to the GS-07 level in the Federal service that included experience such as:
- reviewing information systems to determine whether financial records comply with applicable regulations;
- examining evidence to determine the effectiveness of internal controls over expenditures, liabilities, revenues, and assets;
- utilizing automated systems to find, review, or change accounting data in transaction files, ledgers, accounts, summary reports, and financial statements; and
- developing working papers to summarize audit findings. Or,
C. Possess a combination of the specialized experience described in A and graduate level education described in B that, when combined, equal 100% of the total requirement.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
