Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. A current SF-50 showing your time-in-grade eligibility must be submitted with your application materials.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA).
Specialized Experience: For the GS-13. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to research and analyze legislative programs and policies to make pertinent recommendations; advanced skills in oral and written communications, including application of superior briefing techniques; experience identifying, monitoring, and initiating Agency actions concerning legislative and regulatory proposals generated both within the Administration and within Congress; and experience analyzing a program to assess and improve program effectiveness.
Specialized Experience: For the GS-14. You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert knowledge of the laws, regulations, and policies governing Health Care; broad knowledge of health care administration; expert knowledge of the complex programs and operations of a heath care organization's mission, organization, and activities in order to assess and improve program effectiveness; and expert knowledge of the interactions of health care with the Congress, other agencies, and interest groups as they relate to health care administration functions.
Applicants may also combine education and experience to qualify at the GS-13 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-13. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary with light lifting, bending and stooping int he normal course of the workday. No other special demands are required to perform this work.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with a positive education requirement). Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
