The Deputy Director provides leadership and oversight in the design management phases of Facility and Public Infrastructure Projects. This position oversees procurement of design professional services, development of project designs, and contract administration. Additionally, the position provides project-related cost analysis, advises on policy matters and ensures compliance with applicable federal, state, and local regulations. The Deputy Director manages multiple, highly complex projects and coordinates problem solving of emergency or ad hoc projects designated by the Director and provides strategic planning for the department's long and short-term goals and objectives. Finally, this position presents to community members, the Loudoun County Board of Supervisors and other public forums on a wide variety of capital design and construction issues, is responsible for leading and managing a high-performing staff of architects and engineers, as well as maintaining a professional work environment in accordance with County policies and procedures. JOB REQUIREMENTS The ideal candidate will possess any combination of education and experience equivalent to a Master's degree in architecture, engineering, or related field with at least ten (10) years of related experience including two (2) years of supervisory experience in an architecture or engineering organization to include supervisory or operations/administrative oversight experience. Ten (10) years of professional management experience in an architecture environment is preferred. The successful candidate must have either a current Virginia Registered Architect or Professional Engineer License or be able to obtain within one year from the time of employment. Successful candidates will also possess comprehensive knowledge of the theory, principles, and practices of engineering/architecture design, contract management and construction techniques; construction scheduling experience, including the ability to solve all common and unusual problems encountered during design and construction; thorough knowledge of all applicable Federal, State and local laws, codes and ordinances; the skills to defend and negotiate agreements and contract resolutions concerning transportation and capital infrastructure projects; as well as the capacity to determine best use of human, fiscal and material resources. Candidates must also possess excellent communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners. Candidates must hold a valid driver's license. SPECIAL REQUIREMENTS The successful candidate must be available to support evening Board and Board Committee meetings as well as conduct or support project-related public information meetings and public hearings.
