The Human Resources Manager will have specific responsibilities in the areas of the County's worker's compensation, risk management, and disability and leave management programs. WHO ARE WE? Manage and continually improve the assigned program areas of worker's compensation, disability and leave management, and risk management. Recommend, draft and implement policies and procedures. Serve as contract administrator for multiple vendor contracts. Prepare Board items with supporting data and documents. Assist in the development, preparation, and update of the Human Resources strategic plan. Work is typically focused on program alignment with strategic goals and objectives, the implementation of best practices and innovation, vendor management, and change management. Work is typically impactful at the organization-wide level. This position will report to the Assistant Human Resources Director, Benefits and Risk Management. This position will lead and supervise two or more HR Specialists. WHAT WILL YOU NEED? Knowledge of: applicable federal, state and local regulatory requirements related to the administration of Workers' Compensation, the ADA, FMLA, and HIPAA, to include recordkeeping and reporting/filing requirements; administration of self-insured workers' compensation programs; best practices for claim administrations and case management; legislative proposals and amendments as it relates to areas of responsibility; investigative techniques; medical terminology as required for reviewing diagnostic treatment records/reports; and risk management best practices. Knowledge of payroll procedures preferred. Skills: Microsoft Office proficient with a strong working knowledge of Excel, Word and PowerPoint; excellent verbal and written communication skills; and strong presentation and public speaking skills. Ability to: prepare and analyze data; perform statistical and trend analyses and generate reports; draft and implement procedures and policies; supervise and evaluate the work of others; establish and maintain effective working relationships with employees, the general public, management, elected and appointed officials, physicians and attorneys; communicate effectively both orally and in writing; work independently with initiative; and collaborate with employees, vendors and other stakeholders to resolve issues and complaint resolution. JOB REQUIREMENTS Any combination of education and experience equivalent to a Master's degree in Risk Management, Human Resources, Business, or Public Administration or related field with two (2) years of directly related work experience in human resources or risk management. Preferred Qualifications: Direct experience managing and supervising workers' compensation, leave, disability and/or risk management programs. ARM Certification (Associate in Risk Management) preferred CWCP Certification (Certified Workers' Compensation Professional) preferred SPECIAL REQUIREMENTS This position may work beyond the normal workweek and is subject to night and weekend work to include meetings.
