To qualify at the GS-09 grade level: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Such experience includes assisting in analyzing the effectiveness of program operations; assisting in implementing and monitoring action plans that focus to improve program performance; and evaluating information from studies to identify methods to improve program work processes.
B. Have completed a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate experience leading to such a degree, or LL.B. or J.D.
C. Have a combination of specialized experience as described above and graduate education as described in "B" above to combine education and experience.
To qualify at the GS-11 grade level: Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service. Such experience includes conducting and analyzing the effectiveness of program operations; developing and implementing action to improve program work processes; and preparing and presenting reports to summarize study findings.
B. Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher graduate education leading to such a degree or LL.M., if related.
C. Have a combination of experience and education required for this grade level.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
