Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position includes developing social media content (e.g., YouTube, Twitter, etc.); responding to oral and written information requests and inquiries from the general public; experience arranging and conducting briefings, workshops, webinars, and other meetings with various stakeholders; writing, editing and preparing educational content for public dissemination.
Ph.D. or equivalent doctoral degree (unofficial transcripts required)
3 full years of progressively higher level graduate education leading to such a degree
LL.M., if related (unofficial transcripts required)
Combination of education and experience (unofficial transcripts required)
To qualify for the GS-12:
Applicants must have one full year (52 weeks) of specialized experience equivalent to the GS-11 level in the federal government. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience for this position includes planning, organizing, preparing, and executing complex and diverse communication strategies to educate the public and to promote programs and/or services of an organization; independently researching, writing, editing, and preparing communications materials related to law, regulations, and court decisions; developing, managing and editing content for social media (e.g., YouTube, Twitter, etc.) to create appropriate messaging about an organization's priorities and initiatives; interacting with the public on behalf of an organization; and advising senior level management on communication needs.
In addition to the above qualifications, your experience in your resume must reflect that you possess the below Competencies.

Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
If qualifying using education alone or a combination of education and experience at the GS-9 level applicants must have: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.,
If qualifying using education alone or a combination of education and experience at the GS-11 level applicants must have: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Education cannot be substituted for experience at the GS-12 Level.
